Feedback from Local Area SEND Ofsted Inspection • Between 19-23 November 2018, Ofsted and the Care Quality Commission (CQC) carried out a joint inspection of the local area of Swindon to judge the effectiveness of the areas in implementing the SEND reforms as set out in the Children and Families Act 2014. • Early Years was a strength!! • Recognition that front-line staff work hard and are committed to improving outcomes for children. • “Children in the early years benefit from joint working practices across the agencies within the local area”. • Recognition that the graduated response is working well and “consequently children and their families in the early years receive effective provision and support”. • “The identification and intervention of children and young people with sensory impairments begins at an early age”. • Butterflies – “the centre works with families effectively and provides parents with high quality support and guidance for them and their children”.

Feedback from Local Area SEND Ofsted Inspection The Local Area’s self-evaluation identified weaknesses that they already know need to improve including: • Turbulence in staffing/posts not filled • Statutory deadlines weren’t met for conversions from Statements to EHCP’s • Joint partnership working between Education/Health/Social Care is under-developed • Secondary + outcomes weren’t as good as for Primary and Early Years. The report is available to download and read.

Inclusion During times of uncertainty we need to remember: • Inclusive practice procedures / inclusion policies • SEND Code of Practice - duty • EYFS Statutory Requirements – statutory obligation • Recruitment / retention – working together as an early years workforce • Swindon is the 3rd most rapidly growing town in the UK and deprivation is on the incline • Lack of childcare places • Home learning environments • Let’s work together and do what we do best – ‘improve outcomes for children’!
