RPIC Vulnerabilities Initiative • One of the “Top Ten Initiatives” of the WECC Reliability Policy Issues Committee (RPIC) to identify system trends and potential reliability risks • Scope of Work Developed http://www.wecc.biz/committees/BOD/RPIC/Shared%20Documents/Vulnerabilities%20Initiative%20Scope%20of%20Work.pdf • Task Force Formed from Subject Matter Experts at the WECC Staff
Primary Objectives • Identify reliability data and information from WECC’s functional areas (compliance, planning, etc.) to be collected and analyzed • Independently analyze data from the functional areas for trending • Correlate trending between different functional areas to determine cause/effect relationships • Identify reliability vulnerabilities and communicate mitigation recommendations
Primary Objectives (cont.) • Build upon NERC efforts related to reliability concepts and risk assessment • Produce a report of activities and recommendations related to this initiative and periodically update RPIC on key findings
Report • WECC State of the Interconnection Report • Annual report of findings and recommendations related to the vulnerabilities initiative • First report rolled out to WECC membership Q2 2012 • First report establishes initiative processes and discusses observations to-date
WECC Violation and Reliability Impact Analysis • Analysis of standards violations and reliability impacts --add value to NERC violations analysis • Focus on subset of standards/requirements related to NERC Outage Cause Codes • Requirements could trigger/contribute to outages • Covers 4 year period 6/17/2007 – 6/30/2011 • Tables and graphs are progressively more granular – will describe
