  4. Feedback - How the Pilot went: • For Richmond – very well 89% of schools returned data which was checked corrected and authorised by DCSF • Nationally – poor 38% of almost 22,000 schools taking part. • Congratulations to all the staff who have done so well working on this.

  5. Benefits to Schools of new system 1 : • Both SWC and 618g are statutory returns • Jan 2010 will be the last 618G as a statutory return. • However, for LA’s who complete the SWC to the necessary standard the 618g will be waived. • Collect is available now, and remains open until the live census so work on this can be done, in advance.

Benefits to Schools of new system 2: • Ofsted Inspection : • “single central record” policy for safeguarding • Developing the children’s workforce (qualifications) ensuring qualified staff in children’s services • Option to record CRB data • School can add some other data items for their own use

  7. Why do DCSF need the SWC? • DCSF currently hold very little information on workforce members at individual level. • Data is often out of date and in some cases inaccurate. • Aim to improve data collections to improve and monitor policy on staffing and teacher training (subject planning) • Will replace 5 other surveys, and is likely to expand in its role longer term.

Jan 2010 On Census Day Current Staff - • Individual data on all staff in regular service with a current contract or service agreement: • staff details • contract information • pay –for teachers and teaching assistants only • absence information – from 1 January 2009 to 31 December 2009 for teachers and teaching assistants only • No longer require training absence • Working days lost only required for sickness absence – INCLUDING LEAVERS.

Jan 2010 • All Leavers Autumn Term 2009 - Individual data on staff who were in regular service and whose contract finished during the period 1 September 2009 to 31 December 2009: • staff details • non-pay contract information • All Leavers who were absent during 2009- Individual data on teachers and teaching assistantsonly who were in regular service and their contract finished during the period 1 January 2009 to 31 December 2009 and reporting absences during this period: • staff details • absence information

Jan 2010 • On Census Day Headcount - data on occasional teachers in school on Census day – qualified / unqualified / not known • On Census Day Headcount - data on third party support staff in school on Census day – by role. Excluding any support staff provided by the local authority.

Jan 2010 • On Census Day Information on vacant teacher posts • vacancy post, eg head teacher, classroom teacher • vacancy subject – primary schools may need to choose primary curriculum and special schools SEN. ‘Not applicable’ also available • vacancy tenure – part/full time • vacancy temporarily filled – yes/no • vacancy advertised – yes/no

SWC Scope : • Refer to handout ‘ Forward Look’ • Check Data Items • More data for Teachers and Teaching Assistants • Use average hours if “casual” contract • Census day “present” if attendance is 51% of the day/shift or falls on a non working day. • Need NI number and full staff details for agency staff

Timetable for Spring Census: • SWC Training system for Jan 2010 now open. • SWC Collect Live system opens 14 Jan -22 Jan 2010 (tbc). • Pupil System Live system opens 21 Jan -27 Jan 2010. • Census Day 21 Jan for both • 618g due 17 Feb 2010 • SWC Data (except attendance on census day) can be uploaded and checked in live system, then any staff absences or visitor headcount added after census day.

Scheduling the Work • Start now and get corrections and amendments completed by end term • 23 Nov – 11 Dec 2009 all data excluding census day attendance as a draft upload onto Collect • Run error reports in your school system and Collect • Staff details 100% completion, all others 90% minimum completion for 618g to be waived.

Support for Schools : • Paul Johnson SWC User Support Trainer is a mobile trainer for 1 to 1 support • LBRuT Helpdesk – as for the Pilot in Oct 2009 Latoya Alleyne and Chaz Barbery • SWC documentation on Schools Extranet • LBRuT guidance and FAQ’s will be updated • SIMS, Integris G2 and Facility suppliers • DCSF spreadsheet system available

  18. What can the Schools do to prepare: • Get school system up to date with all new releases – SIMS, Facility. (Integris G2 already updated) • Read guidance from LBRuT – “Forward Look” • Check FAQ’s from LBRuT periodically • Phone for assistance or to book a 1 to 1 session • Teachers & Support Staff onto school system – and upload onto Collect training site so we can see your data and help with corrections and queries – immediately.

  19. Data Protection • Privacy Notice (PN) replaces Fair Processing Notice in Jan 2010. • Use email, posters, team meetings, Induction and Recruitment packs or with payslips. • Personal Letter is not required for PN • Data Protection Guidance on Schools Extranet - • Raise questions for Matt Ginn, Specialist Data Protection Lawyer for the LB Richmond

  20. Other DP Issues • Recommend Individual Staff Print Out • Can include Privacy Notice • No Opt Outs of SWC • Check usernames and passwords and check who has access to which systems – only the data they need • Check GTC web site before June to allow corrections to be made – only by the teacher

  21. SWC Launch! • Start now in the Autumn Term so you have time to do the work in advance • Accuracy and completeness will mean 618g can be dropped • HRMIS team will be here to help as much as we can • Thank you for all your hard work.
