  3. Purpose of the Meeting • To explain the next steps in the examination process. • To identity the topics for the Strategic Stage and the information to be submitted by you. • To set out the arrangements for the submission of further written evidence. • To explain the arrangements for the public examination.

  4. PAC ROLE • To consider objections submitted to the draft plan • Letters of support for plan or its policies are not objections • Designations made under separate legislation e.g. AONBs are not subject to objection • Submissions to the absence of a proposal are not objections

  5. Public Examination • Two stage Examination process. • Stage 1 - Strategic • Stage 2 - Site Specific. • Topic-led approach. • Written Submissions should be made before the 1st August 2011- but only in respect of the Stage 1 Topics.

Strategic TOPICS 1-21 PAC Topic 1 Settlement Hierarchy PAC Topic 2 Amount & Distribution of Housing Land PAC Topic 3 Phasing of Housing PAC Topic 4 Apartment Development and Second Homes PAC Topic 5 Housing of Multiple Occupancy and Maintaining Residential Stock PAC Topic 6 Community Housing Need/Affordable Housing PAC Topic 7 Industry, Business and Distribution PAC Topic 8 Retail, Services and Offices PAC Topic 9 Tourism in Settlements (including Regeneration) PAC Topic 10 Tourism in the Countryside PAC Topic 11 Environment and Conservation (including Historic Parks, Gardens and Demesnes)

Topics (Continued) PAC Topic 12 Education, Health, Community and Cultural Facilities PAC Topic 13 Open Space, Sport, Outdoor Recreation and Rights of Way PAC Topic 14 Public Services, Utilities and Infrastructure PAC Topic 15 Minerals-Protection of Lignite Resource PAC Topic 16 Minerals-Other PAC Topic 17 Transportation PAC Topic 18 Rathlin Island PAC Topic 19 Giant’s Causeway PAC Topic 20 Introduction to Plan including Objectives and Strategy PAC Topic 21 Genera Issues related to the Plan (including wording, format, timing, etc)

Chosen Procedure – 3 Options • Option A - Objectors rely on original letter of objection and make no further submission. • Option B - Objectors make further written submissions but do not take part in the public examination. • Option C - Objectors make further written submissions and take part in the public examination.

  9. Written Submissions - Options B & C • One submission on each topic raised in original objection letter(s) by 1st August 2011. • Tell us what’s wrong with the Plan and how it should be fixed. • Confined to matters raised in original objection letter(s). • No more than 1,500 words. Submissions should be made by e-mail – nap@pacni.gov.uk. • Front cover to include objection number, objector’s name, the topic being addressed and the word count. Number pages and paragraphs.

  10. Rebuttal Evidence (Option B) • All written submissions will be on the Commission’s website from 8th August 2011. • The Department and all objectors proceeding by written submissions ONLY (Option B) can make a rebuttal statement of no more than 1,500 words related to each topic. • Closing date for Rebuttals is 5th September 2011 • Objectors taking part in the Public Examination should NOT make written Rebuttal Statements.

  11. Important Dates • Closing date for Written Submissions (Options B and C) is 1st August 2011. • Closing date for Rebuttals (Option B Only) is 5th September 2011. • Submit all evidence by email - nap@pacni.gov.uk.

  15. Second Pre-Examination Meeting • 8th August in Ballymoney Town Hall at 6.30 • Arrangements following exchange of Stage 1 evidence • The timetable for Stage 1 of the Public Examination • Arrangements for hearing Stage 2 Site-Specific Objections

  16. The Public Examination • Topic led. • Stage 1 programme - Commencing on 19th September 2011. Topics 1-21 inclusive. • May be more than one session per topic - Parties eligible to attend set out in Topic List for Option C on Commission’s webpage. • One representative for each party to take part in round-table discussion and given opportunity to speak. • Parties pursuing same issue should co-operate. • Parties must ensure their presence at the start of each session. No specified start time for each session or topic.

  17. KEY DATES • Corrections to Objection Classification: 6th June 2011. • Submission of written evidence: 1st August 2011. • If you no longer wish to be heard - advise PAC as soon as possible and before 1st July 2011. • Rebuttal evidence for Option B: 5th September 2011. • 2nd Pre-Examination Meeting: 8th August 2011 in Ballymoney Town Hall at 6.30pm.
