Assessment and review So what are the tools at CQCs disposal for realising its aims and bringing this improvement about?
They can be broadly explained under five headings: - The
New registration system,
Taking enforcement action when things go seriously wrong
Assessments and reviews of providers, commissioners, and services or pathways,
Providing accessible information for people who use services, for the public, and for the system
And using what we know what were finding out about the system to influence policy debates, both about health and social care and about social policy more widely.

Substance misuse: the proportion of young people with identified substance misuse needs who receive specialist assessment within five working days and, following the assessment, access the early intervention and treatment services they require within 10 working days

NI 115- Substance misuse by young people

Treatment of disease, disorder or injury
The definition covers care or treatment for a mental disorder, by or in a multidisciplinary team containing any of the healthcare professionals listed in paragraph A.103. This includes counselling and psychotherapy services, where carried out by those professionals. The term mental disorder is defined to mean any disorder or disability of the mind, including dependence on alcohol or drugs.

in a multidisciplinary team containing healthcare professionals as
set out in paragraph A.103. ..
..except some counselling and psychotherapy services, and social worker or psychologist services that are not provided within multidisciplinary teams.
20. Registration + substance misuse under review refining definitions for community based (non-residential) drug and alcohol services, where we have identified the risk and think that system regulation can address them..
Therefore more may come into the scope ( in 2011?)
Counselling and psychotherapy: ..some areas are relatively risky and should be within the scope of registration.. but some found to have less inherent risk, with little to be gained from system regulation.
..lack of clarity and difficult to distinguish between the range of counselling and psychotherapy services.
