DES Council needs to understand what needs to be done and how much resources need to be dedicated to be ready for Sept 1 start of Science Operations • This is also Preparation or Rehearsal for Joint DOE/NSF pre-ops Review of DES – April 23-24 • Basically same charge, DOE/NSF started with the charge for this DES Council Review • However, last May, we were somewhat surprised at the direction the DOE/NSF review went => beyond the charge… • Your recommendations will also be very valuable in preparing for this DOE/NSF review. • You have access to May 2012 review report & docs

  7. What are the main issues? • Initially expected Science Operations to begin about December 1, 2012 – why not? How to assure: • DES Readiness to start Science Operations by September 1, 2013, especially wrt: Telescope Systems DECam Data Management (DESDM & CP) Management Structure & Systems • We put these 4 big topics upfront with plenty of time for discussion, including working lunches for review team

  9. The Charge to the Reviewers Background: The Dark Energy Camera was installed on the Blanco telescope at CTIO in mid-2012 and saw first light in September. Commissioning of the instrument and the upgraded telescope was carried out in September-October. The system went through further tests and refinements, called Science Verification (SV), in November, during which both the DES collaboration and community astronomy observers carried out observing programs and provided feedback. From December through January, community observing programs with DECam began on a shared-risk basis, while the DES collaboration carried out extended Science Verification observations and tests. The DES extended SV period concluded on February 22. The start of regular DES survey operations is planned for September 2013. Survey operations are nominally planned to encompass five 105-night seasons that run from September through February.

  10. The purpose of this pre-operations DES review is to assess the experiment's current status and its plans for operational readiness by the planned start of survey operations in September. In particular, the review panel should: • Assess whether DES has a viable plan to be ready for the start of survey operations by September 1. The panel should focus on the status and plans for technical readiness of the major components that are critical for operational success. Does the project have well-defined criteria for readiness, an executable plan to reach readiness for the critical operational components, and appropriate resources to carry out the plan? Those critical components include: A. survey observing plan (including survey strategy) and on-mountain software system to execute the observing plan B. telescope + instrument + ancillary on-mountain systems with capability to acquire survey-quality data with sufficient efficiency to meet survey science goals C. reliable data transport system from mountain to off-mountain data archives D. data management system for operations-critical data processing, archiving of reduced data, and to efficiently serve data products to the collaboration E. Quality Assurance systems for data-quality monitoring on- and off-mountain (to enable survey operations decisions) F. survey-progress monitoring systems and metrics

In addition to the above mission-critical systems, the review panel should also assess the plan for readiness of the "off-line" systems necessary to meet the science goals of the project, principally: G. data management system to deliver data products that meet DESDM/DES requirements (and a DESDM acceptance testing plan to verify that) H. calibration plan and systems for early DES data I. plans for early science results Finally, on logistics: J. Schedule and Resources – Does DES have an overall schedule including milestones for the delivery of components necessary to be in place for survey operations to begin in September? Has the DES project team identified and secured sufficient resources to accomplish these goals? K. Have the appropriate level of ES&H (Environmental, Safety, and Health) aspects been implemented to assure personnel safety and reliable operation of the DES systems?

  12. 2. Assess whether the project has adequately identified risks in its operational readiness plan and formulated a strategy for mitigating the major risk factors. 3. Provide recommendations if necessary on how the operational readiness plan should be improved, including additional resources. 4. Assess whether the project has adequately responded to the previous review recommendations.

  13. Closeout Presentation • Hopefully will suffice as final report, but if further write-up required, we hope this can be completed within 10 days (by April 1) to allow time to prepare for DOE/NSF review. • Simple PowerPoint and MS Word closeout presentation templates are provided on review website, although you may use any other alternate format
