Introduction • Voluntary program that: • Sets a specific standard for superior health and safety management systems • Recognizes employers who meet that standard • Encourages non-accredited workplaces to work toward accreditation standard • Encourages accredited workplaces to: • engage in continuous improvement • champion health & safety in their industries 2

Legal Mandate The vision of the Workplace Safety and Insurance Board (WSIB) is the elimination of all workplace injuries and illnesses. • In 1998, new mandate to promote health and safety and assist Ontario employers to prevent and reduce the occurrence of workplace injuries and illnesses • s. 4 (1) of WSI Act: • Develop accreditation standards for employers who adopt health and safety policies and operate successful health and safety programs. • Accredit employers who meet the standards 3

Why Create an Accreditation Program • In the Alberta Certificate of Recognition Program… • Decreased time to return to work by 14 days(2000-2004) • 2004 Participants had 6.8% fewer LTIs than non-participants • To assist Ontario workplaces along the “Road to Zero” • Accreditation will motivate good workplace programs and practices and embed health and safety “recognition” as a prerequisite for doing business in Ontario • Data analysis has shown that participants in incentive programs (e.g. SCIP and SGP) have better health and safety performance than non-participants • Response to stakeholder interest in the creation of an Accreditation Program (Accreditation Working Group) 4

Who Can Participate in Accreditation • Participation is voluntary • All workplaces operating in Ontario • Provincially or federally regulated • Regardless of size and business activity • Schedule 1 • Schedule 2 • Includes firms not legally required to be registered with WSIB • Safety Group and SCIP firms may participate but only able to receive financial incentive from one program 6

Who Can Be Accredited Workplaces operating in Ontario that: • meet all Accreditation program requirements • have the health & safety management system in place for a minimum of 12 months • have not had any traumatic fatalities in the previous 3 years in the employer’s firm or any of their contractors while under their care and control • Have a good record with: • WSIB eg. premiums paid, reporting requirements, • MOL/HRSDC (convictions) • Workwell interventions successfully completed at least 12 months prior to application 7

  8. Accreditation Reward Accreditation Reward provided to workplaces that: • have achieved Accreditation • are registered with the WSIB as a Schedule 1 firm, • have superior performance averaged over the previous 3 years • have active payroll for 2 years prior to applying for Accreditation. 8

Proposed Accreditation Reward • 5% premium reduction will be applied to employer account • Purpose of premium reduction: • Reward exemplary employers that invest in health and safety for prevention of injuries and illnesses • Provide incentive to employers to invest in health and safety by offsetting the cost of implementing accreditation standard • Why 5%: • Consistent with other WSIB incentive programs: Safety Group & SCIP • Consistent with other jurisdictions: Alberta and British Columbia 10

  11. Proposed Superior Performance Model • Model includes LTI, NLTI and claims cost ratio • Firms at the top of their rate group are eligible for financial reward. (WSIB proposes 15th percentile) • Large firms (≥ 20 FTE) and small firms (6 to 19 FTE) are analyzed separately • Firm must maintain Accreditation Performance to receive premium discount for year 2 and year 3 of program • Upon request, firms will be advised of their eligibility status for reward

Accreditation Partner Criteria • Demonstrate resources are available for accreditation • Knowledgeable in health & safety and the sector they represent • At least 3 years experience in providing health & safety services to workplaces • Comply with WSIA and applicable health & safety legislation • Registered with WSIB, if required by law • Facilitate employer’s readiness for audit 13

Accreditation Auditor Criteria • Must pass WSIB auditor training program • Experience working in health & safety field • Capable of doing objective review & reporting findings accurately, clearly and concisely • Familiar with particular sector and work processes of workplace being audited • Abide by Code of Ethics and Conflict of Interest Guidelines 14
