Young people in Poland • Population • Age group 15-29 8,7 mln (22,7% of the whole population) • Education performance – good results in formal system (2010) • tertiary education attainment (age 30-34) • PL 35,3% EU average 33,6% • the proportion of earlyschoolleavers • PL 5,4% EU average 14,1% • Activity on the labour market – challenge • 33,7% of people aged 15-24 is active on the labour market • Education is compulsory until the age of 18 • Main reason for inactivity is willingness to continue learning (91% of responses) Ministry of Labour and Social Policy Horsens, 26th April 2012

Barriers to the labour market entry • Economic crisis – only 17% of employers sought for new employees • Inflexible employers’ policies (HR) • Lack of professional experience • Demand and supply mismatch - 75% of the employers indicated the difficulty in recruiting suitable staff • High expectations of the young concerning employment (earnings, compliance with acquired profession) Ministry of Labour and Social Policy Horsens, 26th April 2012

  5. ALMP offered by PES • 1. Vocational counselling, job placement, IAP etc. • 2. Youth guarantee • Within 6 months from registration as an unemployed, young person • has to beoffered a job or other form of activation • 3. LLL instruments • Trainings • Financing of post-graduate studies • Reimbursement of the costs of exams and licenses • Loans for trainings • Work practice (an internship for unemployed) • Apprenticeship for adults • Scholarships for ALMP’s participants • Scholarships for further education for the unemployed from low income families Ministry of Labour and Social Policy Horsens, 26th April 2012

Monitoring and Evaluation • The monitoring of employment effectiveness and financial effectiveness of ALMPs is being conducted • Main indicators: • Status of being employed within 3 months after completing the program • Cost of delivering ALMP per participant • c)Cost of delivering ALMP per participant who found employment • Since 2011 higher schools are obligated to monitor students’ carriers Ministry of Labour and Social Policy Horsens, 26th April 2012

  7. New intiative ‘Youth on the Labour Market’ • Extra money for special programs addressing the specific needs of unemployed on the local labour markets • 2. Pilot project – testing new methods & tools e.g. • Youth assistants • Training vouchers • Mobility grants • 3.
