Capacity Development Should Cascade Capacity Building to integrate Results Framework (LFA) into Mega/Large Development Projects (Outcome Mapping/LFA in National e PMS) Capacity Development on Performance Audits: Strengthening the Auditor Generals Department of VFM Audits instead of Compliance Audits

Assessment of Capacity Gaps ADB Readiness Assessment Tool helps to assess capacity gaps in institutions covering : - Operating Environment - Clarity of Results - Adequacy of Resources - Management (Strategies/Policies, Structure, Systems and Processes) - Value and Culture - Vision and Leadership - Monitoring Mechanisms (Traffic Light signals, Spider Web diagram)

Statistical Capacity and Information System Strengthen Statistical Capacity in DCS (HIES/DHS – limited frequency and sample- disaggregation at sub-national level and gender-wise is a concern) MfDR as a mandatory training module in all training institutions to build results culture. Training Manuals, Guidelines, News Letters for Advocacy and awareness and Information Communication system Sharing of information on Aid flows by Donors (Multi year funding and Predictability of aid)

Evaluation Capacity Development Strengthening National Capacity on Evaluation (Institutionalize Evaluation- Policy, Programme, Project Evaluations, On-Going, Ex-post and Impact Evaluations, CAP Evaluation) Moving from Donor-Driven-Evaluation to Joint Evaluation (Capacity Building, Learning, Mutual Accountability) Strengthening Web-based Evaluation Information System ( Linking Evaluation to Planning, Budgeting and Evidence-based Policy Making) – Evaluation Synthesis to strengthen feedback

  8. Community of Practice (COP) as A Peer Learning Mode Strengthen the COP-MfDR - Asia Pacific Region supported by ADB is a success story. (Peer Learning) Exposure to best practices and success stories - North American Models – Oregon Benchmarks, Minnesota Milestones, Virginia Model - Government Performance and Results Act of 1993 in USA Sensitization and Awareness to Parliamentarians and Senior Policy Makers (Create Demand for MfDR) MfDR as a mandatory training module in all training institutions to build results culture.

  9. Institutionalization of MfDR Institutionalisation of MfDR needs - Political will and Policy Environment - Leadership/Champions - Trained Human Resources - Change Agents - Mission driven culture - Statistical and Information Systems - Incentives

Key Issues and Challenges Disbursement Imperatives still prevails in donor/partner countries Political Will, Policy Environment, Leadership/Champions, Change Agents, Information Systems and Incentives Demand for MfDR need to be created (Parliament, Cabinet, Citizens, CSOs, Media) Emphasize on Country Systems (not donor systems) Lack of knowledge, skills, experience on MfDR at national/international level. Reluctance to use MfDR practices – need collaborative efforts for “Results” Donor interest to maintain visibility and attribution Multiple Results Frameworks in some countries (country defined priority results)

  11. Key Issues and Challenges Donor use Partner Country System as “Default” (Trust) Too Many Indicators – KISS (Keep it Simple and Smart) Sharing of Aid Flows – Mutliyear funding and predictability Weak Statistical and Human Capacity Donor support in measuring and Communicating Results
