Goals • Groundwater • Kitsap County will reduce its use of groundwater and encourage citizens to reduce their use. • Surface Runoff • Surface runoff within unincorporated Kitsap County mimics the Puget Sound Lowland natural flow regime. • Water Pollution • All water discharges to Puget Sound, creeks, streams, wetlands, and aquifers are benign.

Measures of Success • Groundwater • Kitsap County utility bill use records vs base year (2010) • Reclaimed water used to supplement groundwater • Surface Runoff • Stream flow characteristics from monitoring • Benthic Index for stream health • Water Pollution • Treatment Plant Discharge Characteristics (Nitrogen and flow) • Recreational use closures • Shellfish harvest closures • Coho pre-spawn mortality
