IMO Singapore Meeting: Safety, Security and the Environment Straits of Malacca and Singapore INTERTANKO Contributing to Safety, Security and Environmental Protection • INTERTANKO Regional Office - Proximity to the capitals; Jakarta, Kuala Lumpur and Singapore • Marine Electronic Highway (MEH) Demonstration Project • Security Issues: ReCAPP and Information Sharing Centre (ISC) • Jakarta 2005, Kuala Lumpur 2006 and Singapore 2007 IMO/Littoral State Meetings

IMO Singapore Meeting: Safety, Security and the Environment Straits of Malacca and Singapore INTERTANKO support for littoral States’ TTEG Projects Proven success with: • Strait Rep • VTIS Positive outlook for: • Removal of wrecks in the TSS • Co-operation and capacity building in relation to the OPRC HNS Protocol • Demonstration project of class B AIS transponder on small ships • Setting up tide, current and wind measurement systems • Replacement and maintenance of aids to navigation • Replacement of aids to navigation damaged in the 2004 tsunami

IMO Singapore Meeting: Safety, Security and the Environment Straits of Malacca and Singapore INTERTANKO and the Co-operation Forum • looks forward to contributing to the work of the littoral states through the Co-operative Mechanism • will actively and positively participate in the Co-operation Forum • will provide a link between tanker operators and littoral states on future projects • looks forward to further discussion as to the type of contribution the industry may make

IMO Singapore Meeting: Safety, Security and the Environment Straits of Malacca and Singapore INTERTANKO and the Co-operation Forum • will come forward with ideas, views and proposals to further enhance safety, security and environmental protection in the Straits by way of future project proposals, e.g.; • Further enhancing the Straits Vessel Traffic Information System (VTIS) • Consideration of establishing a Pilotage User Group (PUG) • Analysing and harmonising communications between small craft and deep sea vessels • Exploring the possibility of implementing a near-miss reporting scheme • Eliminating ship sourced pollution in the region: • Assessing amount and type of waste in regional seas • Assessing the regional availability of port waste reception facilities

IMO Singapore Meeting: Safety, Security and the Environment Straits of Malacca and Singapore Successful joint (industry/state) safety, navigation and environmental projects • Danish (Baltic Sea) Joint Pilotage User Group • Improving regional safety • Improving pilot/master and pilotage/owner exchange and communication • CHIRP (Confidential and Voluntary Incident Reporting) • Encouraging near-miss reporting • Industry Port Reception Facilities Forum • Eliminating ship sourced pollution • Industry and regional initiative to implement a global standard

IMO Singapore Meeting: Safety, Security and the Environment Straits of Malacca and Singapore INTERTANKO anticipates a positive and constructive future through the Co-operative Mechanism Achieved through: • the operational experience of tanker owners in the Straits, • INTERTANKO’s good cooperation already established with the littoral state representatives, • a willingness to be actively involved in future Co-operative Mechanism projects, and, • the participation of tanker owners already experienced in the successful implementation of joint industry / coastal state projects.
