  2. Why state governance transformation? • Emerging trends, rapid societal changes and unprecedented challenges

  3. “Mismatches” between emerging trends and existing institutional characteristics in many states.

  4. States’ fiscal conditions are expected to be worse due to structural imbalance, debts and rising costs. • The public’s expectations and demands.

  5. What? Assist in institutional capacity enhancement in four (4) categories of transformation:

  6. 1. Anticipatory governance Foresight, long-term and strategic planning 2. Results-focused legislation, budgeting and management Performance/outcomes-based

  7. 3. Collaborative and networked government Inter-agency/branch/governmental/sector cooperation and cost efficiency 4. Transparent governance with civic engagement More open, participatory democracy

  8. Targets (4) of Governance Transformation 1. Organizational structure and culture: • Silo-based structures to cross-cutting measures

  9. 2.Leadership and management skills: • Turf protection to inter-agency/branch cooperation

  10. 3. Planning/budgeting: • Short-term/incremental to longer-term/outcome-focused 4. Service delivery: • Bureaucracy-centered to customer-focused

  11. Who? • National Center for State Governance Transformation - Guided by a National Advisory Board

  12. Strategies (5) • Identify and promote selected models and best practices

  13. 2. State transformers workshops

  14. 3. “State Governance Transformation: A Guide for Policymakers and Managers”

  15. 3. National Clearinghouse on state governance transformation

  16. 4. Consultations and technical services (Advisory board members)

  17. 5. New transformation awards/certification programs

  18. Conclusion • This national initiative, involving three branches of state government, is designed to assist state leaders and managers in better serving the public in the 21st century.
