  1. NAC-Human Capital Committee Lucy Fortson, Gerald Kulcinski (chm) Ioannis Miaoulis, and Jim Milgram July 10, 2008 Glenn Research Center

  2. Fact Finding Presentations to Human Capital Committee • Mr. Mike Cabbage-”NASA TV” • Ms Toni Dawsey-”Update on NASA Workforce” • Information on NASA Co-op Distribution

  3. NASA TV Update • As a result of the NAC meeting in Stennis, April 17, 2008 the following recommendation was made: • “An outside organization should be contracted to do an evaluation of the current effectiveness and viewer ship of NASA TV and to recommend a clear rationale and a set of themes for its continuance.”

  4. NASA TV Update (continued) • Unfortunately, at the April meeting, the HC committee was not presented with the results of a recent internal analysis on NASA TV published on July 31, 2007.

  5. Mission Operations Channel ≈2,500 h/y High Power Density Blanket Modules - DOE Space Propulsion Systems - NASA/DOE Education Channel ≈ 4,500 h/y Public Channel ≈24/7 NASA TV Channels Media Services Channel ≈ 5,200 h/y

  6. Selected Quotes from “Report of the NASA Television Working Group” • “Simply put, NASA is distribution rich and content poor,…” • “…,the production facilities, staff expertise and funding at NASA Headquarters and its field centers are inadequate to produce quality television products on a regular basis.”

  7. NASA TV Update (cont.) • As a result of the information in the internal report, the present legal restrictions on TV programming, and the current financial situation in the Office of Strategic Communications, we are suggesting a revised recommendation • Our view is that “NASA should significantly upgrade the content of the NASA Education Channel and NASA TV Channel or phase them out.” • We continue to support the original recommendation with the caveat that the “outside contractor” should take into account the July, 2007 internal review.

  8. NASA’s Generational Workforce Dr. Toni Dawsey 7/10/2008

  9. Current Workforce(as of March 1, 2008) Baby Boom Population : Born before 1961 Generation X Population: Born between 1961 and 1975 Generation Y Population: Born after 1975

  10. Current Workforce by Center

  11. Hires by Generation

  12. Retirement Eligibility

  13. Observations on NASA Co-ops-March 1, 2008 • Total number of Co-ops is 407 representing 129 schools from across the country.

  14. Observations on NASA Co-ops-March 1, 2008 (cont.) • The number of Co-ops per Center employee is highest at JSC (3.7%), lowest at HQ (0) • The tier 1 universities are greatly underrepresented in the NASA Co-op program • Co-ops are currently the major source of Generation Y hires

  15. Observations on the NASA Office of Human Capital • The OHC is now in good shape to handle major changes in the workforce needs across the agency thanks to the development of the Workforce Planning Data Base developed over the past few years • One issue they continue to grapple with is the is the length of time it takes Constellation, as a new program, to assign work.
