Integrated and Planned Enforcement of Environmental Law Phare Twinning Project CZ03/IB/EN/01 Originof IPPC – Directive 96/61/EC on IPPC from 1996, in EU in force since the year 1999 Purpose of the Directive is to achieve integrated prevention and pollution control arising as a result from activities which are listed in the Annex I. The Directive sets measures which should eliminate or reduce emissions from the above mentioned activities into the air, water and soil, including measures relating to waste on behalf of reaching a high level of protection of the environment as a whole.

The permit replaces several decisions, opinions and approvals, required for the construction permit. Page 4

Prescribed emission limit values in the IP must not be lowered and enable their breaching • It is not possible to prescribe any techniques or concrete technologies Page 8

Integrated and Planned Enforcement of Environmental Law Phare Twinning Project CZ03/IB/EN/01 Methods for achieving goals • Set emission limit values for pollutants for which it is probable that they will be emitted in a significant amount • Prevent arising of pollution • The primary measure is the reduction of emissions directly at the source of pollution • The secondary measure are end-of-pipe technologies for catching or disposal of emissions • Prevent transfer of pollution from one medium into another Page 10

Integrated and Planned Enforcement of Environmental Law Phare Twinning Project CZ03/IB/EN/01 Methods for achieving goals • Prevent creation of waste, recycle or safely dispose waste • When applying BAT take into account technical character of the relevant installation, its geographical location, environmental conditions of the place in the place of installation location • Economically deal with nature resources: • Effectively use energy, raw materials, supportive materials, water, etc. • Fulfil accident prevention • When closing of operation, put the location into the previous state Page 11
