  3. Articles of Confederation • The first plan of government • Loose union of states • Each state one vote • Congress could not impose taxes • Gave Congress the power to • Make war and peace • Raise an army and a navy • Print money • Set up a postal system

  4. Northwest Ordinance • Northwest Territory divided into smaller territories • Each governed by a territorial governor • 5,000 men, could elect a legislature • 60,000 people could apply to become a state

  6. Land Ordinance of 1785 • Western lands were divided into six mile squares called townships • Each township divided into 36 sections of 640 acres • These sections of 640 acres would be sold to settlers

Shays’s Rebellion • States printed their own money • Bills of different sizes and color floated from state to state • No one knew how much these bills were worth and they were not worth much • Farmers could not pay their debts and taxes • Judges ordered them to sell their land and livestock to pay their debt
