  4. Strategic Planning? Key elements of a Strategic Plan: • Where are we today? – the start point for the plan • Where do we want to be in 2011? – vision, goals, objectives. • How do we get there and how do we know that we have got there? – the Programme Plan.

Lessons Learned to Date • Partnership approach works • After slow initial progress, industry-led compliance scheme has worked efficiently/effectively • Strong leadership to force change & do the right thing – Champions needed • Industry largely supportive, established membership base • Producer responsibility, shared responsibility model • Costs: low tonnes and high subsidies initially, needed to double targets from 2001 to 2005. Overall costs rising in line with rising targets

NSGPWRTerms of Reference • Develop Programme for 2006-2011 to ensure Ireland meets recycling targets to 2011 • Advise and provide strategic guidance • Mobilise stakeholder participation and support • Provide guidance re enforcement & regulations • Review administrative and legislative arrangements • Develop strategic public/private sector partnerships • Identify potential areas to achieve targets • Identify barriers to achievement of targets • Identify possible areas of research

Challenges for the Future • Meeting Ireland’s increasing targets • Ensuring strong, fair, balanced legislation & effective enforcement • Achieving a level playing field (for both Repak members and self compliers) • Future policy trends & legislation from the EU: • Thematic Strategy • Integrated Product Policy (IPP) • Prevention • Continuing to be partnership focused, clear roles & responsibilities, commitment & buy-in of all.

Challenges for the Future contd • End markets, recyclables subject to global markets (Market Development Group) • Controlling costs • Reinforcing “best practice’’, promoting awareness/education programmes • Development of infrastructure (Civic Amenity Sites, Bring Banks, Thermal Treatment) • Ireland’s derogation beyond 2011 under threat

Progress to Date Initial focus - amendment of Regulations: • Phase 1, Waste Management (Packaging) (Amendments) Regulations 2004 • Maximum self compliance fee per premises increased from €5,000 to €15,000 • Self compliers to advertise twice yearly re take back • LAs to advertise lists of self compliers (take back) • Phase 2, Policy Review • Purchase of Packaging Waste • Self compliance registration fees • Suspension of take back • Final deliverable, consolidation of Regulations
