  4. 25 DMAs in Dagenham Ford Motor Works River Thames

  5. Dagenham and Ford Motor Works 30,000 houses were built between 1922 and 1936 for the workers at the Ford Motors plant in Dagenham Ford plant at its peak covered 500 acres and employed 35,000 people. Plant closed in 2002 About 50% of the houses are still owned by the London Borough of Barking and Dagenham 50% now in private ownership

Leakage in Dagenham 25 DMAs The 25 DMAs contain 30,000 properties Houses in terrace blocks of typically 4 – 12 houses Supplies run down the alleyways and across the rear gardens Supply pipes are all galvanised iron Soils are aggressive or highly aggressive clays Average leakage rate in Dagenham = 16 l/prop/hr These 12 DMAs contain : 5% of Essex properties 20% of Essex leakage (12 Ml/d)

Leakage Surveys in Dagenham Intensive leakage surveys in 25 Dagenham DMAs reported: 1 mains leak 6 communication pipe leaks 7 leaks on single supplies 221 leaks on shared supplies Temporary meters installed on a sample of 65 leaks Average leak flow rate = 0.27 litres/sec 220 leaks @ 0.27 l/s = 5.6 Ml/d

Evidence from HG35 22 repairs made no noticeable difference to the nightline Resounding of these services two weeks later found 16 were leaking again Expected saving from 22 leaks @ 0.27 l/s = 6.0 l/s (0.5 Ml/d) 26 renewals reduced nightline by 3.5 l/s Full DMA resurvey found 8 new supply pipe leaks Similar story in HG29 - 18 repairs done. 11 leaking again two weeks later

Independent v shared supplies Pros Complete eradication of all issues surrounding common supplies No shared ownership or costs Metering is simple Leak detection is straightforward Surveys and administration are much simpler Cons Higher cost as new communication pipes are needed, but this element can be capitalised Pipework has to connect to plumbing at back of house

Funding We were already renewing supplies to 350 houses per year, but still in rear gardens By 2007 we had renewed 6,600 over 18 years 23,400 left to do - we are renewing these over 10 years (2,340 per year) Communication pipe renewal is capex; supply pipe renewal is opex Customers contribute £450 each towards the cost of the renewal We can only renew the services as we find them leaking Most customers are on a 3-year payment plan Some customers receive financial help London Borough of Barking and Dagenham pay a substantial share of the costs

Successes Dagenham programme is unique in UK Proactive renewal of supply pipes – not part of company’s asset base 11,000 supplies renewed since 2007 47% of supply pipes renewed 46% of leakage eliminated Unit rates have fallen from £1190 per property to £1040 in real terms 5.3 Ml/d of leakage saved Cost per megalitre saved is cheaper than metering or new resources Problems of shared ownership eliminated Meters could now be installed on an additional 24,000 properties

Successes Successful partnership between NWL and local contractor Use of local staff has been critical Larger national contractors found it too challenging Work is very disruptive to customers Customer feedback is excellent Local staff often must be creative to find customer-friendly solutions Bad debt rate is 6% Leakage rate in Essex and Suffolk is the lowest in the UK
