  1. Multi Agency Child Exploitation (MACE) Process With effect from 1st November 2016

Context In response to the findings of the Joint Targeted Area Inspection (JTAI) in June 2016, the pathway for CSE referrals has been reviewed and revised to include other elements of Child Exploitation including Criminal Exploitation. The new process enables timely multi agency decision making for children thought to be affected by exploitation

Responding to exploitation concerns MACE process Multi agency CE discussions are held daily to share information on CE referrals coming into Careline Consider young people at risk and who are victims of CE Following the daily discussion, a decision will be made as to whether the case is CE and a multi agency risk assessment completed. Decision around S47 thresholds is agreed based on information available at the time CE Strategy meetings will be held on high risk cases and professionals working directly with the child will be invited to attend. Cases will be reviewed within 12 weeks of the initial concern in order to establish if there is evidence that the risk has reduced.

Daily CE strategy discussions Attendance at daily strategy discussions will consist of Single Points of Contact (SPOC) from police, health, education, children’s social care, CSE Protect Team, Targeted Services for Young People, YOS, probation CRC and NPS and NSPCC. (Contribution from some agencies is via conference call). There is sharing of information, multi agency risk assessment and decision making.

Process Map CE concern identified For all professionals outside of children’s social care Complete online MARF and submit to Careline For a social worker identifying CE concerns on their own case: Complete CE1 in Liquid Logic All Exploitation Referrals are considered in MASH Daily (Currently via a multi agency strategy discussion until MASH is fully operational) Decision made if thought to be exploitation or not

All Exploitation Referrals are considered in MASH Daily (Currently via a multi agency strategy discussion until MASH is fully operational) Decision made if thought to be exploitation or not Yes No If CE concerns are substantiated, a multi agency risk assessment will be completed as part of the daily strategy discussion to determine levels of risk. If the referral is not thought to be CE, feedback will be provided back to referrer If other safeguarding concerns have been identified, the case will be progressed via Careline processes as appropriate ‘High Risk’A decision around threshold for S47 / S17 enquiries will be made and S47 initiated if threshold is met For CSE - Cases in this range will be allocated to the Protect Team (within Targeted Youth Services) for CSE focused intervention. For CE – If criminal exploitation is identified, information will be shared and a referral to the Prevention Team considered For ALL ‘High Risk’ cases - a strategy meeting will be arranged by the Team Leader/CSW for the team where the case sits. ‘Low/Medium Risk’. For CSE - Cases in this range will be signposted to the NSPCC or school (or other relevant professional) for CSE focused preventative work. For CE – If criminal exploitation is identified, information will be shared and a referral to the Prevention Team considered All cases will be reviewed All cases will be reviewed on a regular basis - reviews will be agreed by all professional involved Should a case escalate to CP, CP arrangements will supersede this process and CSE / CE risks should be incorporated into the CP plan for the child.

Strategic Oversight – MACE Process • Multi Agency Child Exploitation (MACE) Meeting • Monthly meeting - jointly chaired by senior managers from Police and Children’s Social Care. • The purpose of the meeting is to: • Consider strategic issues in relation to sexual and criminal exploitation and children missing from home and care. • Share information and intelligence on linked cases and locations of concern • Provide oversight of case escalations. • Attendance at the meeting will be from: Police, Children’s Social Care, Protect CSE Team, Targeted Services for Young People, Education, Probation CRC & NPS, Health

PAIR - Partnership Automated Intelligence Report If you have any intelligence to submit Call: 0151 777 8100 Automated recording system will ask you to 'dial 1' if you work for Merseyside Police or 'dial 2' if you work for a partner agency. You must give your name, organisation and the intelligence report you wish to submit. Call will be concluded after the caller is asked how they know this intelligence. Partners can report intelligence to PAIR 24 hours a day, 365 days of the year.

Ensure you are aware of the SPOC for your agency at both Operational and Strategic Level Communicate changes in this process to colleagues within your agency Recognise there is an issue by considering the warning signs and indicators of exploitation when working with young people Discuss concerns with your safeguarding lead and refer via the MARF *If you have concerns that a child is at risk of significant harm, you should immediately contact:Careline—0151 233 3700 or Merseyside Police—999
