  2. Goals • Goal 1: To ensure that for those who are willing and able, work is a pathway out of poverty.  --strong labor demand --work supports --labor market institutions (min wg, unions, labor standards) --skills development

  3. Goals • To revitalize the nation’s safety net and social insurance systems so that when the market fails to provide for those who have made good faith efforts (or for those who are unable to do so), people do not fall into privation. --ensure counter-cyclicality
