Indoctrinated, because whether it was at Jawaharlal Nehru University, Jamia Millia or the recent violence, Delhi Police have been accused of playing a partisan role. They are alleged to have watched list- lessly even as hooligans ran riot burning shops and vehicles and assaulting people. So much so that both the Supreme Court and the Delhi High Court expressed their anger and agony over what can be termed as a dereliction of duty by the police. Coming down heavily on the police for not doing enough to check violence and those making inflammatory speeches, the Supreme Court said that violence could have been averted if only the police acted against the instigators. Citing the examples of police in the UK and US, Justice KM Joseph said that the police in these countries act pro- fessionally and as per law. Sensing the court’s mood the Solicitor-General re- quested the Bench not to make any ad- verse observation as it would demoralize the force. The Delhi HC was equally unsparing. Slamming a police officer for saying that he had not watched the video of BJP leader Ka- pil Mishra threatening the anti-CAA protest- ers, Justice S. Muralidhar had the video clip played in the court. Clips of speeches made by Anurag Thakur and Pravesh Verma were also played. While Thakur had instigated his audience against Shaheen Bagh protesters with goli maaro saalon ko (shoot the traitors), Verma had called them “rapists and murder- ers”. The court asked the police about the delay in the registration of FIRs against the instigators. Expressing his angst, Justice Muralid- har said, “Just register an FIR. Commu- nicate it to your commissioner of police. This is the anguish of a constitutional court. Why are you not showing alacrity when it comes to registration of FIR in these cases? We want peace to prevail. This city has seen enough violence. Let us not repeat 1984.” Advocates of the police commissionary system should realize that a new nomencla- ture does not really empower the force to act against leaders of the party in power. Taking independent decisions or defying political leadership has its own conse- quences. After so much of rebuke, the BJP in Delhi should on its own ask for FIR to be registered against its leaders accused of instigating trouble out of respect for judiciary . They can always withdraw the cases later. Uttar Pradesh has already set an example, howso- ever bad it may be. A ALOK GUPTA The author is the President, Estate Agents Association of India, Central Zone One T he Real Estate industry in India is the second largest job provider after agricul- ture and is expected to grow more than 30% in next ten years. But, the growth of the industry wouldn’t be achiev- able without the help of the broking fraternity of the in- dustry. On one hand, the in- dustry needs brokers or the agents while on the other hand the broking industry too needs to mould itself to be more professional. A pro- fessional agent can really be of great help in the growth of the industry at large. Gone are the days when even an under-graduate could earn his brokerage or commission just by showing a property to any prospective taker. His job was only to introduce a buyer to the seller (or the owner) and an owner to the buyer (or the tenant). But, now a days, a lot is expected from the middle- man in the transaction. A Real Estate Agent is re- quired to possess the four major qualities - knowledge of the construction industry , knowledge of the law of the land, knowledge of basic ac- counts, finance and taxation and the knowledge of sales and marketing. Now a days, so much is expected of a Real Estate Agent in a deal that at times, he plays the role of a sales manager, at other times that of a pro- curement manager, at yet another time that of a regis- tering agent while some- times that of a lawyer and arbitrator too. At times, when representing the seller, a bro- ker is also expected to play the role of a Chartered Architect who is required to explain the technical aspects of the project to the prospective buyers. Sim- ilarly, when representing the buyer, he is also expected to play the role of a Chartered Ac- countant who is required to answer all tax implications of transactions and also to lease and rent transactions. It is worth noting that there are approximately 2.5 lakhs Chartered Account- ants and over 5.0 lakhs Real Estate Practitioners in India. The Chartered Accountants have an autonomous insti- tute of their own governed by the act of parliament while the real Estate Practi- tioners have no such body . A national level body is re- quired to produce, train and groom such professionals. In order to do so, there is a re- quirement of setting up a na- tional level body or an insti- tute such as the Indian Insti- tute of Real Estate Profes- sionals. In absence of any such properly recognised national level organisation, local associations and com- munities mushroom which most of the time cause more harm to its members than benefit them and more misguide them than guide them. On top of it, a deluge of portals and social media pages have come up which are neither authentic nor regulated and often tend to mislead their patrons. The electronic portals selling real estate across the country should also be registered and regulated. the transaction to his clients. Often, the terms agent, deal- er, broker and consultant are used commonly and inter- changeably for all those who are part of any real estate deal other than the seller or the buyer. There are different kinds of professionals for dif- ferent kinds of real estate deals. The parties concerned should choose their agent or the broker carefully and wise- ly and the one who is specifi- cally qualified for the job. A professional who is dealing in lands possesses a different set of skills than the one dealing in residential premises. Simi- larly, a sale deal is different than a lease deal. Half the deal is done if the middleman is chosen well. One of the most signifi- cant changes of the real es- tate broking business in In- dia would see in the times to come is the shift from being a dynastic business to a pro- fessional one. This profes- sion which hitherto was be- ing carried out largely by non-professionals and the less qualified ones is now seeing the presence of high- ly qualified professionals who really are an asset to the industry and help a deal happen smoothly. If the bro- If the broking business is nurtured well and their professional interest is safeguarded, the Real Estate Agents could be the agents of growth of the industry king business is nurtured well and their professional interest is safeguarded, the Real Estate Agents could be the agents of growth of the industry. The sections 9 and 10 of the recently RERA do cover the role of a Real Estate Agent but, only of those agents who repre- sent the builders. It is defi- nitely better to have some legal recognition of agents than none but, the scope of the act needs to be widened to resale up If the broking business is nurtured well and their professional interest is safeguarded, the Real Estate Agents could be the agents of growth of the industry introduced Gender diversity in science media has a long way to go P news media during 2018. In the case of international media companies with an Australian presence, we looked at articles posted on their Australian edition, some of which were pro- duced locally and some re- published from overseas. We tallied the genders of the journalist, sourc- es quoted directly or in- directly, photographer and photo subject in these articles. If any gender was not explicit- ly stated using a readily gender-identifiable name (like Jane or Ab- dul) or an explicit per- sonal pronoun, we cate- gorised the gender as “unidentified”. Our preliminary results show that in the 468 STEM- related news articles that used direct gender-identifi- able quotes, both women and men were quoted as Australia Gender Equity (SAGE), and featuring del- egates from higher educa- tion, research, govern- ment, media and the pri- vate sector. Building on the re- lease last year of the Decadal Plan for Women in STEM, the conference aimed to develop tangi- ble ways to work towards gender equity. Of course, gender equity is just one part of the over- all problem. There are many groups through- out society that similar- ly need equitable repre- sentation and inclusion. Nobody should be mar- ginalised or disadvan- taged because of their age, race, culture, reli- gion, disability, sexual orientation or socio-eco- nomic status.
