  3. JSMP II in a Nutshell • Total budget: • EUR 16 million, of which 1 million of in-kind contribution from the Government of Jordan • EUR 12.2 million Direct Grants to MSME's • Operational Implementation duration: • February 2012- February 2016 (4 years (including preparatory phase) )

Scheme 1: Export Development and Participation in Trade Missions and Trade Events • Objectives: • To contribute to increasing and diversifying Jordanian services exports, through supporting the enhancement of export readiness of services MSMEs and their internationalisation efforts. • priorities: • Enhance market share of existing services in existing markets. • Develop new markets for export of existing services. • Develop new export services for existing markets. • Develop new services exports in new markets.

Scheme 1: Export Development and Participation in Trade Missions and Trade Events • Duration of the action: 1- 12 months • Budget indicatively available: EUR 1,000,000 • Maximum grant per awarded company per the whole • programme life : EUR 50,000 • JEDCO Grant Maximum Contribution: • 40% of the total eligible costs of an action undertaken by firms in Greater Amman Municipality, QasabetIrbid  and ZarqaMunicipality. • 60% of the total eligible costs of an action undertaken by firms in any Governorate, except for Greater Amman Municipality, QasabetIrbid  and ZarqaMunicipality • The balance must be financed from the applicant's own resources • Revolving: every 4 months based on budget availability: Before 3:00 PM

Scheme 1: Export Development and Participation in Trade Missions and Trade Events • What Types of Actions? • Proposed actions MUST be related to an export development plan and/or participation in trade fairs.These include, but not limited to the following examples: • Participation in trade fairs, exhibitions, missions, including • organize meetings with foreign buyers; • Development of export plans; • Market research and studies; For more examples visit: www.jedco.gov.jo

Scheme 1: Export Development and Participation in Trade Missions and Trade Events • Who Can Apply? • In order to be eligible for a grant, applicants must be: • a legal entity established in the Hashemite Kingdom of Jordan; • registered at the Ministry of Industry and Trade (MOIT) or relevant ministries; • a services enterprise; • 100% privately owned; • registered for more than one (1) year preceding the deadline of the call for proposals; • number of employees, minimum 5 and maximum 250 (the employment eligibility criteria will be applied to the number of employees registered at the Social Security Corporation one (1) year preceding the deadline of the call for proposals; • obtained a valid Vocational License ( رخصة مهن); • directly responsible for the preparation and management of the proposed action • The paid-up capital of the applicant must be equal or superior to JOD 5,000;

Scheme 1: Export Development and Participation in Trade Missions and Trade Events • Applicantswill be asked to provide the following supporting documents: • a certified copy of their registration at the Ministry of Industry and Trade or relevant ministries clearly indicating the company’s authorized signatories. • a valid Vocational License ( رخصة مهن). • a certified copy of their financial statements for the last one (1) year. • a certified copy of a LIST of their employees’ register from the Social Security Corporation. • a Legal Entity Sheet conforming to the model attached at Annex D of these Guidelines duly completed and signed by the applicant, accompanied by the justifying documents which are requested therein. • a Financial Identification Form conforming to the model attached at Annex E of these Guidelines. • Such documents must be in English or accompanied by a translation into English

Scheme 2: Support for Start-upsand innovative services Start-ups outside Greater Amman Municipality, QasabetIrbid and ZarqaMunicipality • Objectives: • To promote the establishment of new services firms in the Governorates outside Greater Amman Municipality, QasabetIrbid and Zarqa Municipality,with the aim of increasing and improving supply of services in the area as well as to contributing to income generation and to job creation for local residents. It includes newly established firms under the label of Start-ups. • Priorities: • Innovative start-ups. • Future export potential. • Social services such as education or health care services. • Services that could be merged with other services.

Scheme 2: Support for Start-ups and innovative services Start-ups outside Greater Amman Municipality, QasabetIrbid and Zarqa Municipality • Duration of Action: 1-12 months • Budget indicatively available: EUR 3.6 million • Maximum grant per awarded company per the whole • programme life : EUR 75,000 • JEDCO Grant Maximum Contribution: • 60% of the total eligible costs of an action undertaken by firms in any Governorate, except for Greater Amman Municipality, QasabetIrbid  and ZarqaMunicipality. • The balance must be financed from the applicant's own resources • Revolving: Every 6 months based on budget availability: Before 3:00 PM

Scheme 2: Support for Start-ups and innovative services Start-ups outside Greater Amman Municipality, QasabetIrbid and Zarqa Municipality • What Types of Actions? • Proposed actions MUST be related to a business development plan and/or start up initiatives. Theseinclude, but not limited to the following examples: • Acquisition of equipment and/or new technologies, including software; • Managerial capability building (Management capabilities enhancement, strategic planning and improvement of efficiency); • Marketing (market research and development, elaboration of marketing and promotional plans and tools, development of corporate trademark); • Organization and human resources management (Organizational restructuring, human resources development); • Research and development (Innovation, development of new services offer, adaptation of existing services); Note that Applicants MUST include in their action plan and in their respective budget an allocation of no less than EURO 750 for participation in capacity building activities such as strategic planning, human resources management, marketing and financing. Scheme 2: Support for Start-ups and innovative services Start-ups outside Greater Amman Municipality, QasabetIrbid and Zarqa Municipality • Who Can Apply? • In order to be eligible for a grant, applicants must be: • a natural/physical person; OR, • be a legal entity and • registered at the Ministry of Industry and Trade (MOIT) or relevant ministries (not applicable for start-ups/ not yet established); • a services enterprise; • 100% privately owned; • registered for less than one (1) year preceding the deadline of the call for proposals (not applicable for start-ups/notyet established); • directly responsible for the preparation and management of the proposed action, • If the applicant is an established legal entity paid up capital must be equal or superior to JOD 5,000;

Scheme 2: Support for Start-ups and innovative services Start-ups outside Greater Amman Municipality, QasabetIrbid and Zarqa Municipality • A natural/physical applicant will be asked to provide the following supporting documents: • a valid identification card (copy); • any proof of applicant’s capacity to finance form his/her own resources the amount of the action not covered by the grant and • a projected cash flow of the proposed action. • Note that in the case where a grant is awarded, the Beneficiaries must register the legal entity immediately after award of the grant and prior to signing of the Standard Grant Contract.

Scheme 2: Support for Start-ups and innovative services Start-ups outside Greater Amman Municipality, QasabetIrbid and Zarqa Municipality • A legal entity applicant, established and in operations for less than 1 (one) year will be asked to provide the following supporting documents: • a certified copy of their registration at the Ministry of Industry and Trade or relevant ministries clearly indicating the legal entity’s authorized signatories. • a valid Vocational License ( رخصة مهن) or a copy of the application made to receive same. • a projected cash flow of the proposed action. • a certified copy of the legal entity’s registration with the Social Security Corporation. • a Legal Entity Sheet conforming to the model attached at Annex D of these Guidelines duly completed and signed by the applicant, accompanied by the justifying documents which are requested therein. • a Financial Identification Form conforming to the model attached at Annex E of these Guidelines. • Such documents must be in English or accompanied by a translation into English

Scheme 3: Reinforcement of existing services MSMEs outside Greater Amman Municipality, QasabetIrbid and ZarqaMunicipality • Objectives: • Reinforcing the capabilities of existing services MSMES to effectively • provide quality services, and new services, as means to enhance its • productivity and profitability fostering their growth, while generating • employment opportunities for the local population. • Priorities: • Incorporating new technology, including automation. • Building business alliances, including franchising and licensing. • Development and introduction into the market of new services, in particular • business innovative services. • Firms’ restructuring • Development of business strategies and plans.

Scheme 4: Reinforcement of existing services MSMEs within Greater Amman Municipality, QasabetIrbid and Zarqa Municipality • Duration of Action: 1-12 months • Budget indicatively available: EUR 3.75 million • Maximum grant per awarded company per the whole programme life : EUR 75,000 • JEDCO Grant Maximum Contribution : • 40% of the total eligible costs of an action undertaken by firms within Greater Amman Municipality, Qasabet Irbid and Zarqa Municipality. • The balance must be financed from the applicant's own resources • Revolving: every 6 months based on budget availability: Before 3:00 PM

Scheme 4: Reinforcement of existing services MSMEs within Greater Amman Municipality, QasabetIrbid and Zarqa Municipality • Who Can Apply? • In order to be eligible for a grant, applicants must be: • Be a legal entity; • a services enterprise established in the Hashemite Kingdom of Jordan; • a services enterprise; • 100% privately owned; • registered for more than one (1) year preceding the deadline of the call for proposals ; • obtained a valid Vocational License ( رخصة مهن); • number of employees, minimum 5 and maximum 250 (the employment eligibility criteria will be applied to the number of employees registered at the social security corporation one year preceding the deadline of the call for proposals; • directly responsible for the preparation and management of the proposed action, • The paid-up capital of the applicant must be equal or superior to JOD 5.000 (five thousand).

Scheme 4: Reinforcement of existing services MSMEs within Greater Amman Municipality, QasabetIrbid and Zarqa Municipality • What Types of Action? • Proposed actions MUST be related to a business development plan. These include, but not limited to the following examples: • Acquisition of equipment and/or new technologies, including software; • Managerial capability building (Management capabilities enhancement, strategic planning and improvement of efficiency); • Marketing (market research and development, elaboration of marketing and promotional plans and tools, development of corporate trademark); • Organization and human resources management (Organizational restructuring, human resources development); • Research and development (Innovation, development of new services offer, adaptation of existing services); • Development of intellectual property assets. Scheme 4: Reinforcement of existing services MSMEs within Greater Amman Municipality, QasabetIrbid and Zarqa Municipality • Applicantswill be asked to provide the following supporting documents: • a certified copy of their registration at the Ministry of Industry & Trade or relevant ministries clearly indicating the legal entity ’s authorized signatories. • a valid Vocational License ( رخصة مهن) . • a certified copy of their financial statements for the last one (1) year. • a certified copy of a LIST of their employees’ register from the Social Security Corporation. • a Legal Entity Sheet conforming to the model attached at Annex D of these Guidelines duly completed and signed by the applicant, accompanied by the justifying documents which are requested therein. • a Financial Identification Form conforming to the model attached at Annex E of these Guidelines. • Such documents must be in English or accompanied by a translation into English

Scheme 5: Support for Projects of National Interest in all Areas of Jordan • Objectives: • Support the undertaking of actions by individuals, services MSMEs and associations aimed at contributing to the achieving of social, environmental objectives (especially energy or water issues) and/or women job creation in the Hashemite Kingdom of Jordan. • Priorities: • Assure an efficient use of water and energy resources by firms. • Increase the participation of Jordanian women in economically productive activities. • Mitigate and remedy the impact of production activities on the environment or the community. • Improve health care services, particularly in the disadvantaged regions of the country. • Improve access to education and skills development to targeted segments of the population (such as persons with disabilities or exceptional children).

Scheme 5: Support for Projects of National Interest in all Areas of Jordan • Duration of the Action: 1 - 6 months • Budget indicative available: EUR 750,000 • Maximum grant per awarded company per the whole programme life: EUR 10,000 • JEDCO Grant Maximum Contribution: • 75% of the total eligible costs of an action undertaken in the Hashemite Kingdome of Jordan. • The balance must be financed from the applicant's own resources • Revolving: Every 2 months based on budget availability: Before 3:00 PM

Scheme 5: Support for Projects of National Interest in all Areas of Jordan • What Types of Action? • All actions MUST be related to activities targeting social or environmental objectives (especially energy or water issues) and/or women job creation. These include but are not limited to the following examples: • Upgrading of capabilities of individual establishments (مؤسسة فردية) addressing social challenges or contribute to social change, such as childcare services and educational programmes. • Reinforce businesses owned and operated by women or create job opportunities for women. • Feasibility studies related to businesses targeting social, environmental objectives (especially energy or water issues) and/or women job creation. • The development of services to provide solution for environmental efficiency. Scheme 5: Support for Projects of National Interest in all Areas of Jordan • Who Can Apply? • In order to be eligible for a grant, applicants must be: • a natural/physical person; OR, • a services MSMEs, or an association registered in the Hashemite Kingdom of Jordan; • 100% privately owned, and • directly responsible for the preparation and management of the proposed action.

Scheme 5: Support for Projects of National Interest in all Areas of Jordan • A natural/physical applicant will be asked to provide the following supporting documents: • a valid identification card (copy). • any proof of applicant’s capacity to finance form his/her own resources the amount of the action not covered by the grant. • a projected cash flow of the proposed action.

Scheme 5: Support for Projects of National Interest in all Areas of Jordan • Services MSMEs and associations will be asked to provide the following supporting documents: • a certified copy of their registration at the Ministry of Industry and Trade or relevant ministry. • any proof of applicant’s capacity to finance form its own resources the amount of the action not covered by the grant. • a certified copy of their financial statements for the most recently closed year or any other proof documents demonstrating the paid capital • a projected cash flow of the proposed action. • a Legal Entity Sheet conforming to the model attached at Annex D of these Guidelines duly completed and signed by the applicant, accompanied by the justifying documents which are requested therein, and • a Financial Identification Form conforming to the model attached at Annex E of these Guidelines. • Such documents must be in English or accompanied by a translation into English

  34. IneligibleActions • actions concerned only or mainly with individual sponsorships for participation in workshops, seminars, conferences, congresses, and • actions concerned only or mainly with individual scholarships for studies or training courses.

What Costs are Covered by the Grant: Eligible Costs Eligible Direct Costs: All eligible/relevant costs related to the action implementation including utilised resources and sub-contracted services. Contingency Reserve: Max 5% of Direct Eligible Costs Eligible Indirect Costs (Overheads): Max 7% of the estimated Total Eligible Costs.

  36. Ineligible Costs Salaries Debts and debt service charges. Provisions for losses or potential future liabilities; Interest owed; Costs declared by the beneficiary and covered by another action or work programme; Any costs incurred prior to signature of the Grant contract Any costs incurred after the end of the contracting period Purchases of land and buildings,

Ineligible Costs Currency exchange losses; Taxes, including VAT, Nevertheless, these may be considered as part of the estimated total accepted costs of the action for the purpose of co-financing where the Beneficiary can prove it cannot reclaim them. In such cases, the cost should be included in the Budget under the heading "taxes". Please note however that for the purpose of co- financing, taxes are the only ineligible costs that will be considered within the total accepted costs of the action. Credit to third parties.

Note to Beneficiaries of Jordan Services Modernisation Programme (JSMP I) Beneficiaries of JSMP I (Services Modernisation Programme) MAY APPLY for a grant under JSMP II (Expand the Modernisation of the Services Sector in Jordan Programme) ONLY AFTER they have successfully completed the activity/action for which they have received the grant.
