  5. NATO Policy Less Than LethalWeapons (LTLW) • Incapacitate or repel personnel, with a low probability of fatality • Expand the range of options available to NATO Military Authorities. • LTLW shall not be required to have zero probability of causing fatalities or permanent injuries.
