  8. ISSUES Release of State Matching Share up to 2011-12 – deficit in Bihar, Haryana, J & K, W.B. and Delhi Third Party M&E– Received only from H.P. APRs 2011-12:Not received from W.B., Haryana and Delhi MPRs 2012-13: Not received from W.B., Haryana and Delhi since April 2012. Some States are not sending their MPRs in the prescribed format. During 12th Plan funds would be released only on receipt of MPRs through Electronic Monitoring System

  9. Issues • Public-Private-Partnership (PPP): No one has reported except U.P. (Rs. 77.53 Lakh, 2011-12) • Feed back on Convergence: Work on convergence between research and extension has been stated and experts from the SAUs have been designated district wise but joint visit of Project Director & Program Director not yet started. • States Feedback: On a proposal for establishing a State Level Committee under ATMA in which MPs could be the member.

RKVY FUNDING FOR EXTENSION Extension Activities under RKVY are supported to the extent that: extension activities (with RKVY funds) are organized in a synergized manner. the extension activities are organized as per approved cost norms/ceiling under ATMA programme. RKVY funds to be utilized for extension activities on gap filling mode.

Issues of Concern • Involvement of technical experts in planning and production of programmes at station level and accuracy of content. • Proactive involvement of SLC/ DLCs in content creation and review of programmes telecast/broadcast by DD/AIR. • State Level Committees (SLCs) have been constituted, however, regular meetings are not being held. • Utilization of DD/AIR to disseminate messages/advisories to the farmers to cope up with emergent issues/Crop and Weather situation such as scanty and erratic rainfall, drought, etc. • Number of applications from KVKs, Private institutions, NGOs, etc. for setting up of Community Radio Stations (CRS).

  14. Brief Status of State level Committee’s Meetings • Punjab is the only state where meeting are being held regularly. And last meeting was held on 08/06/2011

Action Plan for the States Relating to Mass Media Scheme • States to ensure constitution of District Level Committees. • State/District Level Committees to meet regularly and send quarterly reports. • Proactive involvement of committees needed in content creation and review of programmes telecast/broadcast by DD/AIR. • Constitution of Technical Support Group under the Chairmanship of Director (Agriculture). The committee should meet on a monthly basis to review and plan the content. • Assign suitable officers of the Department to view the programmes on specified days and provide feed-back to DD/AIR for necessary corrective action. Contd…………. • ATMA officials should provide feedback of Kisan Vani (AIR) & Krishi Darshan (Doordarshan) programme to DAC. • Invite applications/proposals from KVKs, Private institutions, NGOs etc. in the revised format for setting up of CRS. • Proposals of CRS in KVKs/SAUs/Agriculture Universities which have been recommended by ICAR should only be recommended by the ATMA Governing Board. All proposals recommended by the IDWG for funding under ATMA should be sent to DAC, Ministry of Agriculture.

Proactive Involvement of States Envisaged (MOA Letter Dated April 7, 2011) Supervision of quality of extension services rendered by KCCs Implementation of revised escalation matrix under KKMS and monitoring by higher level on answers given at lower level. Creation of login IDs Coordinate with the State IT Department to get the KCCs rolled out through the CSCs Appointment of a Nodal Officer for KCCs. Close monitoring by the Nodal Officer Keeping the KCC agents apprised about new scheme/programmes/contingency plans at State level. Providing the KCC agents with latest versions of State level guide books and booklets Organization of monthly video conference on pre-announced dates Weekly feedback from KCCs regarding the nature of call To improve functioning of KCCs, a major ad-campaign is being undertaken on electronic media. States may also provide adequate publicity at their level.

  25. Salient Features of restructured KCCs under New Arrangements with IKSL Voice/Media Gateways (IPPBX based decentralized system). Dedicated MPLS leased line network with dedicated bandwidth. Call barging. 100% call recording and call reply SMS to caller farmers providing a gist of advisories given to them on phone. Voice mail system for recording farmer’s queries during idle time of KCC or during call lines busy, with provision for call back to the caller. Soft phones in every personal computer with caller ID facility. Continuous up scaling the knowledge of CCAs. Facility of video conferencing. Centralized monitoring of KCCs at different locations.

Calls received Till August 2012 & its comparison with country as a whole • Till March 2012 11 States of the Region received 40.31 lakh calls out of total of 77.93 lakh calls (51.72%) • During Current Year 11 states received 7.53 lakh calls out of total 18.80 lakh calls (40.05%) • During Current year 2011-12 11 States received 7.53 lakh calls against 36.26 lakh calls received till March 2012 since inception (in 8 years)

Major Issues • Involvement of States in the implementation of ACABC Scheme. • ATMA in Selection of Candidates for training • Mainstreaming the ACABC with State Extension system • Monitoring delivery of Extension Services by the agri- preneurs for subsidy purposes • Issuing certificate to the successful agri- venture through involvement of ATMA • Using Minimum 10% of resources under ATMA on extension activities through the non-governmental sector, including Agri- preneurs. • ATMAs to implement extension activities through Agri-preneurs. • Utilizing ACABC Agriventures to provide input services like plant saplings, seeds, and micro-nutrients under on-going flagship schemes • Review of progress of involvement of the agri-preneurs in ATMA activities on half-yearly basis • ATMAs tol strive to achieve establishment of at least one agri-clinic every year in each Block depending on the availability of trained candidates • Monthly Progress Report of ATMA to have a provision for reporting the progress achieved on ACABC involvement
