    1. Developing Nepal’s Strategic Program for Climate Resilience (SPCR) Inception and Consultation Workshop The Everest Hotel, Kathmandu 6th July 2010

    2. Nepal’s Special Program for Climate Resilience (SPCR) Overview of Presentation Guiding Principles of SPCR Planning Process Linkages to NAPA Process Overview of Proposed SPCR Planning Process Key Steps in Proposed SPCR Planning Process Proposed Workplan

    3. Guiding Principles of SPCR Planning Process Participatory, country-led and owned Build upon NAPA/other Country Strategies/ Development Plans/Poverty Reduction Strategies/MDGs Integrate climate risk and resilience into core development planning Move quickly to implementation where possible

    4. Guiding Principles for Nepal’s SPCR Focus on the most vulnerable communities Address risks at community level from current exposure to existing climate extremes (floods, drought, heat extremes) and climate variability 80 % of PPCR financing to be for on-the-ground activities to address risk in vulnerable communities 20% for “capacity building” within vulnerable communities, sectors and agencies

    5. Guiding Principles for Nepal’s SPCR Risks at community level from current exposure to existing climate extremes (floods, drought, heat extremes) and climate variability 5,157 deaths in Nepal from on average 34 climate related disasters affecting 6.7 million people and causing in excess of US$149 million/year in damage. (Source: PPCR-SC. PPCR/SC.6/9. June 9, 2010)

    6. Guiding Principles for Nepal’s SPCR Civil society – including private sector – key stakeholders in the SPCR planning process Awareness-building and consultation are key elements of the SPCR planning process Improve coordination on climate change risk management at all levels, including with international development partners

    7. PPCR Guidance on SPCR Planning Process Phase 1 of the PPCR will entail a range of tasks, such as: analysis of climate risks; an institutional analysis; knowledge and awareness raising; key capacity building actions; and consultative planning process to agree on a common vision and strategic approach for climate resilience and to define priority actions and investment needs to implement this approach.

    8. Linkages to NAPA Process SPCR planning process to build upon NAPA process: build upon reports of Thematic Working Groups; utliize NAPA institutional framework to formulate SPCR.

    10. Overview of Proposed SPCR Prioritisation Planning Process

    13. Key Steps in Proposed SPCR Planning Process Assessment of Climate Change Risks Identification of Vulnerable Communities Adaptation Capacity Assessment Identification of Priority Interventions to Address Risks Resilience Assessment Cost/Benefit Analysis + Return on Investment Analysis for private sector loans

    14. Assessment of Climate Change Risks

    15. Climate change risk can be represented as follows: Vulnerability (Exposure + Sensitivity) and Adaptive Capacity = Risk

    17. Step 1 – Uses Outputs from NAPA TWGs

    29. Step 5: Assess the Risk This stage of the risk assessment process will involve: Adaptive Capacity Assessment (Sectoral and Community) Definition of Priority Action Needs/Investments (Sectoral and Community) Resilience Assessment Cost/Benefit Analysis

    30. Adaptation Capacity Assessment

    35. Identification of Priority Needs/Investments

    39. Resilience Assessment

    42. Cost/Benefit Analysis and Return on Investment Analysis

    43. Cost/Benefit Analysis + Return on Investment Analysis (Loans) A cost benefit analysis (and Return on Investment analysis) will be undertaken to estimate the costs and benefits of proposed priority SPCR measures to demonstrate the economic value of proposed measures and identify opportunities for sharing any residual risks that may be identified.

    44. Proposed Workplan

    45. Proposed Workplan Milestones: Summary of Vulnerability and Identification of Vulnerable Communities - end July 2010 Assessment of Climate Change Risks – Mid September 2010 Adaptation Capacity Assessment - Mid September 2010 Identification of Priority Interventions – Late Sept. 2010 Resiliency Assessment – End September 2010 Cost/Benefit Analysis + Return on Investment Analysis (Loans) - Month of October 2010 Draft SPCR – November 2010
