Education Code • Section 52060 – 52077 • 52060 “On or before July 1, 2014 the governing board of each school district shall adopt a local control and accountability plan using a template adopted by the state board.” • 52066 “On or before July 1, 2014 each county superintendent of schools shall develop, and present to the county board of education for adoption, a local control and accountability plan using a template adopted by the state board.”

What is the LCAP? • The Local Control Accountability Plan (LCAP) is an important component of the Local Control Funding Formula (LCFF). • Under the LCFF all LEAs are required to prepare an LCAP, which describes how they intend to meet annual goals for all pupils, with specific activities to address state and local priorities identified.   12. When Will They Be Required? The governing board of each LEA shall adopt an LCAP on or before July 1, 2014. The law requires the SBE to adopt the LCAP template for LEA use before March 31, 2014.

Timeline for Implementation • Jan. 31, 2014 - SBE adopts regulations for use of supplemental and concentration grant funds. • March 31, 2014 – SBE adopts LCAP template. • July 1, 2014 – School Districts must adopt their LCAP for 2014-15. • October 8, 2014 – County office of education must approve or make recommendations regarding each school district’s LCAP. • July 1, 2015 – School districts must adopt their LCAP annual update. • October 1, 2015 – SBE must adopt 3 evaluation rubrics for LCAPs. • July 1, 2016 – School districts must adopt their LCAP annual update.

Summary In summary, under the requirements for LCAP, school districts are required to: • Adopt LCAPs that include annual goals for all pupils, incorporate state priorities, and are updated each year. • Present LCAP to the parent advisory committee and English Learner parent advisory for review, and provide the public an opportunity to comment on the plan. • Use the template adopted by SBE to develop the school district’s LCAP and post it on the school district’s Internet Web site. • File the LCAP with the County Superintendent of Schools for review and approval.
