Response & Recovery Overview of event: • Large rainfall events within Campaspe River catchments. (120mm in areas around Kyneton) • Massive inflows into Lake Eppalock. • Peak January inflow – 137,900ML/day • Peak outflow – 80,300 ML/day • January inflow – 180 times average • Limited discharge capacity from Lake Eppalock. • Fixed crest spillway (First time secondary spillway discharged water since constructed) • Normal peak discharge is 1,800 ML/day depending on height of storage • Emergency spillway at Lake Eppalock is overtopped.
Response & Recovery • Uncontrolled discharge from Lake Eppalock into Campaspe River. • First notification came from Council staff member living at Barnadown. • MECC established. • Flood hit Rochester – Peak Saturday 15th Jan • 80% of township flooded • + 250 houses with above floor inundation. • All businesses in town affected by water inundation. • Approximately 1 in 150 year flood event.
Response & Recovery • Flood hit Echuca – Peak Sunday 16th Jan • Less than 10 properties inundated. • Approximately 1 in 100 year flood event. • MECC scaled down – 17th Jan • MECC closed – 21st Jan
Issues during Response • Communications – Public, interagency, internally. • Availability of correct and timely information. • Flood height predictions. • Road closures. • Other agencies actions and requests. • Sandbags: • Stockpiles were inadequate for size of event. • Unrealistic expectations from public. • Incorrect usage. • Signage: • Stockpiles were inadequate for size of event. • Regional shortage of signage • Massive losses in signage due to non-collection, theft and flood.
Recovery • Relief Centres. • Initially setup in St Jospehs Church, Rochester. Had to be relocated to Echuca due to possible isolation by flood waters. (Church was eventually isolated) • Echuca Relief Centre opened at 10:30pm, Friday 14th Jan for relocated Rochester residents. • 450 people registered at the relief centre. 180 people were accommodated during the floods with people coming from Rochester, Echuca, Pyramid Hill, Kerang and Cohuna. • Relief centre closed – 21st Jan
Recovery • Army undertook Rapid Impact Assessment in Rochester on 20th Jan. (9 days after event) • House – Damaged Habitable – 167 • House – Damaged Uninhabitably – 69 • House – Undamaged – 581 • Shop – Damaged Habitable – 54 • Shop – Damaged Unihabitable – 5 • Shop – Undamaged – 64 • RIA was undertaken on 17th Jan for Echuca. • Partially effective as it was undertaken at night.
Recovery • Commencement of hard rubbish collection started in Rochester. • Council concentrated efforts to clean up the visual appearance of the township to improve spirits. • Transfer station hours were extended and no charges for rubbish disposal.
Recovery • Many days until sewer and water were “online” due to flooding of water treatment plant and sewer pump stations. • Mobile toilet and shower blocks were provided for residents on both sides of Campaspe River.
Recovery Centre • Recovery centre was opened to provide a central point for community access to recovery agencies. • Several thousand people were assisted through the Recovery Centre. • Based on Queensland Flood Recovery Centres. • Co-ordination of volunteers and people requiring assistance.
