  1. 2009 Family Conference Panel Issues & Answers • Live blogs: POC – PAO • When? June (exact date TBD based on TAG schedule) • How? As simple as setting up in conference room with a computer, internet access, TAG and key staff and sending out an invite to FRGs on when and how to log in (DMA Webmaster will provide all technical support) • Alcohol in the armories for special occasion: POC: None • Wis. Stat. § 125.04 requires a state issued license in order to sell alcoholic beverages. • Armories require a licenses in order to sell liquor. • The armories do not have licenses. • No alcohol is allowed to be sold in the armories. • Issue Colsed • Fundraising: POC DAG Air/Army for respective component. • FRGs cannot conduct fundraising

Postage for newsletters from FRGs: POC: J-1 (Family Program) • Unit Commanders have the authority to mail unit newsletters • The mailing of a unit family newsletter has never been denied at the state level • I’ve only asked they let me know when they plan to run a special so that we can make sure the funds are in the correct account. • DAG AIR: I don't think we have an issue. 5. Tricare +1 for single parents: POC: J/G-1 • There is a program called TRICARE Plus. It is only for Active duty soldiers who have their parents as dependents in DEERS. • It is not insurance. • It just allows those parent/dependents to get care at the Military Treatment facility. • Otherwise parents or parents-in-law of reservists or guardsmen are not authorized any TRICARE Benefits through their children • If they are listed in DEERS, they are a dependent of that sponsor and will get care through TRICARE.

Use of armories for family events: POC - DAG Air/Army for respective component. • Armory use for Family Program events is authorized • the use of trays, refrigerators, silverware, simple stuff that has no depreciation with a few extra uses, should be allowed • family members can eat one meal per years with their soldier spouses/dads/moms – Contracted meals may also be served • DAG AIR: We follow the regs - not an issue for air.

Do we get MWR funds for our Soldiers/Airmen/units: POC: DAG Air/Army for respective component. • There are 3 types of MWR categories: Full Time Support (AGR/FTNG/ADSW/ROTC), Unit ATs, & Mob'd units • AGR/FTNG/ADSW/ROTC receives $2.50 per month per soldier • Annual Training Units - Ft McCoy MWR will pay for the units in WI/MI/MN/IA at the rate of $1.00 per soldier based on 2 weeks only (14 days) one time a year • MOB'd units - Unit needs to contact the installation that it is mob'd to. Funds are paid while in theatre to the unit at the rate of $2.00 per soldier per month • DAG AIR: We get MWR funds. Distributed by MWR Committee 8. Soldiers/Airmen choosing not to share family information: POC: None • Issue closed

Data base for volunteers: POC - DAG Air/Army for respective component. • Unit transfers are tracked at a unit level and submitted through personnel channels. G1 will update SIDPERS as soon as the information is received. The Family Program FMR database is populated from SIDPERS on a weekly basis or more often as needed. • the term DMD was used rather loosely at the state family conference • Although some volunteers received rosters that may have come from a DMD no on received a full DMD with secret information. Volunteers are all trained the rules of privacy act and the need to maintain information and use if for official use only. • DAG AIR: Army issue. Air process is accurate, reliable and responsive to the members and their families

State active duty expectation: POC - Standing JTF/CC • Accurate mission duration estimates for natural disaster response operations are difficult to forecast owing to: • dynamic nature of the even • unpredictable requirements for National Guard support to local, state, federal civil authorities • The WIJS-J3 recognizes the importance of providing accurate mission duration estimates and attempts to do so to the extent practical • Mission time-lines (including potential extensions) are communicated to subordinate units/JTF via OPORD and FRAGO • Commanders of units supporting natural disaster response operations are best able to identify potential soldier/airman issues and are best able to de-conflict those issues by replacing or rotating personnel as necessary in response to changing mission requirements • DAG AIR: Good idea, but difficult to predict - unrealistic expectation

I attended the military breakout and it is still too Army focused: POC - J-1 (Family Program) • DAG Army: We are still in the process of typing all the after actions reports and will ensure this is provided to the new SFPD for implementation next year. • DAG AIR: I want the air side to get ahead of this. We will have air breakout(s) (and not a breakout that I find out at the beginning of, that I'm leading). I'm optimistic that the entire family program and other spring conferences will be improved, more efficient, effective, etc.

  8. Family Conference Panel Issues & Answers 12) Reintegration: POC - DAG Air/Army for respective component • DAG Army: Army Chief of Staff has signed LOI for reintegration events in FY 2009. State SOP will be updated to provide more clarity on where unit responsibilities lie. Chief of Staff and SMSB will staff to determine the best method to get the word to all units that have soldiers who are required to attend • Current WING Policy is Army Reintegration Program only run through the SMSB. The current requirement per our SOP is that IMA’s attend a single quarterly event. Unit’s are to hold all three phases of reintegration, and soldier attend all three phases. Currently there is no formal tracking method to ensure compliance. • DAG Air: When reviewing this list, I see that many (not all) of these representatives are already part of the individual in-processing checklist for those returning from deployment. For future larger returning groups, we will request that the representatives are here on base for mass processing. • We have ensured that many of the representatives that are not part of the WING are available on various drills. Since the last AEF, the VA Hospital reps have been here on four different days to in process members to the VA system. Additionally, the Veterans Affairs representative, and the Transition Assistance Advisor have been represented several times. Military One Source is well represented on base. Our Air enrollment in the Marriage Enrichment program is at an all-time high, with those recently returning members receiving priority. Resource contact information for the Veterans Centers and suicide prevention/help hotlines are continuously made available to members and their families in the BAM and Family Program newsletter. The Military Family Life Consultants have been contacted twice in the last month to assist wing members directly with family issues.
