Functional skills: a definition What are Functional Skills? • Functional skills are those core elements of English, maths and ICT that provide individuals with the essential knowledge, skills and understanding that will enable them to operate confidently, effectively and independently in life and at work.

Where functional skills sit • 14-19 year olds • GCSEs / A levels • Functionality included in new GCSEs • The Diploma • Every Diploma qualification includes all three functional skills • Apprenticeships • Functional skills replacing key skills within all frameworks • Foundation learning • All foundation learning programmes include functional skills

Where functional skills sit • Curriculum • Key stage 3 and 4 Programmes of Study • Key skills replacement • From September 2010, key skills will no longer be available for registration • Adult learners • QCDA are piloting functional skills for adult learners. BIS to decide whether functional skills will replace SfL

GCSE and functional skills • The new GCSE criteria do not feature a structural change to the qualifications, and therefore will not require that learners pass level 2 functional skills assessments before they can achieve grades A* - C • New GCSE specifications will require learners to demonstrate functionality as part of their GCSE • New school report card is likely include a requirement to report on FS • It is still strongly recommended that all learners in schools take the functional skills qualifications

How will all learners beginning Diplomas achieve the appropriate level in all three functional skills? How will the quality of functional skills teaching and learning be monitored across organisations/consortium How will staff CPD requirements be identified? From the decisions made above: How is the three-stage process of skills developmentachieved for learners?

  11. Support available • The post-16 strand of FSSP has been refreshed, and was re-launched in September. All support is free and features include: New dedicated programme website www.fssupport.org Refresh of existing resources, materials and training modules New training modules, coming into action in the autumn New networks, including a Secure Estate network, are being developed to encourage practitioner support A practitioner-led approach to support Development projects to encourage collaborative working
