CONCEPTION:Behind official curtains • Last years projects were based on official “consulting”. • This year we not only used that method but also talked face to face with officials as everyday people • Our focus was the PERSON: • One side: person as officer and his/her experiences • Other side: ordinary person and his/her everyday experience with anti-smoking regulations
State Public Heath and Medical Officers Service INSPECTIONS • Before and after the grating of operational licences and premises licences • Announced inspections • Flash inspections • Inspection of no-smoking signs • Large companies usually fined, smaller companies usually receive warnings • Fining employer has good regulative power Information source: person, who requested anonimity
Public Place Inspectorate Budapest Municipal Assembly’s decree on the prohibition of smoking • In playgrounds: June 2010. • Underpasses: 5th August 2010 • In bustops: 6th February 2011. • 30 day waiting period before applying fines
Public Place Inspectorate UNDERPASSES: • 601 warnings during tolerance/waiting period • 2010:145 on-the-spot fines, 100 prosecutions • Total: 530. 000 Ft (2870 USD), 3655 Ft/case (20 USD) • 2011: • 14 on-the-spot fines, 31 prosecutions • Total: 50.000 Ft (270 USD)
Public Place Inspectorate BUSSTOPS: • Waiting period: 971 warnings • 2011: 6 on-the-spot fines, 6 prosecutions (breach of regulations fine max. 50 000 Ft (270 USD) • Total: 22 000 Ft (119 USD) Information sources: inspectors and head of department
