Jeffco’s Choice Philosophy “Choice Spectrum” Aggressive Promotion of School Choice “Reform” No School Choice “Traditional” “10” defined: “1” defined: • Students assigned to schools solely on basis of home address • Charter and innovation program offerings are just enough to be compliant with fed & state statute • Central supports and resources are reserved solely for district-managed schools • Very limited number of alternative and online programs available • Information on school options very difficult to obtain • Localized, school-administered student assignment processes • Special programs available on an “as needed” basis, as determined by the district • Transportation provided only to neighborhood school • Families must choose school; no “default” • Rigorous RFP process used to determine new school approvals (district-managed & charter) • Private school vouchers • Comprehensive supports offered to charter and innovation schools • Schools compete based on the quality of their services (i.e. student performance & growth) • Ample number of alternative and online programs available • School information (including performance data) proactively given to every family in their preferred format & language • Dynamic, coordinated student assignment mechanism • Variety of special programs available to all kids • Transportation provided for all kids to any school of their choosing 1 2 3 4 5 6 7 8 9 10

Jeffco’s Choice Philosophy Aggressive Promotion of School Choice “Reform” No School Choice “Traditional” 1 2 3 4 5 6 7 8 9 10 Based on the CESC’s perception of where Jeffco is today and where we’d like to be (as defined by CESC beliefs), the general sentiment is that there is a desire to become a more “choice-supportive” district (i.e. a slight shift to the right).

Jeffco’s Choice Philosophy • Additional CESC commentary relative to the Choice Spectrum: • Two points of disagreement were mentioned with respect to the definitions shown on the “Choice Spectrum”: • One could argue that a common student assignment mechanism would be something found in a “1” school district (i.e. no choice), while stand-alone, school-based student assignment processes would be found in a “10” school district (i.e. maximum choice). • The word “reform” is not necessarily representative of a “10” on the scale, as “reform” refers more commonly to student achievement measures and initiatives. • CESC members felt somewhat uncomfortable weighing-in on the question about where Jeffco should be. It was discussed that this should be something determined collaboratively by the Board of Education and the new superintendent, ideally taking into consideration input from parents, schools, and community members. • No one on the committee felt that either extreme on the spectrum (i.e. 1 or 10) was the right place for Jeffco to be.
