  2. What are Prop Q Purchases? Pursuant to Chapter 21 of the San Francisco Administrative Code “Acquisition of Commodities and Services,” City agencies are not required to submit purchase orders for goods and services under $10,000 to competitive bidding. Rather than relying on the bidding process for these purchase orders, City agencies are charged with exercising good judgement when place orders. These purchase orders are know as “Delegated Departmental Purchases” or “Prop Q Purchases.”
