  16. Attitude and willingness of officials at municipal and implementation level to incorporate and award opportunities to women Lack of the roll-out of a concise and user-friendly training programme taking cognisance of the realities of being a contractor The interpretation of the definition of ‘unemployed’ – contractors are not guaranteed of contracts throughout the year and are sometimes then ‘unemployed’ along with their workforce SAWiC members can participate as contractors, trades persons and labour. The challenge for small contractors generally will be if they personally completed or have been registered in a skills programme NQF level 2 unit standard or have supervisory staff who have done so during the period 1 April 2004 to 30 June 2005.
