TechnologyPerformance Management Technology Performance Management Gartner states this includes: Strategy management, Budgeting, Planning and forecasting, and Financial and management reporting. Is a framework for technology investments that will address change, compliance and complexity while supporting business. Industry research1: demonstrates that the value of IT investments is directly proportional to the quality of the management processes used to deliver IT products and services. Am I investing in the right things? Am I doing it the right way? • Why? • Number of parts • Complexity • Specialized • Every Changing • What is Needed? • Alignment to business strategies • Accountability and transparency • Legislative and regulatory compliance • Common practices and methods • A means to measure success Am I getting it done well? Ensures the delivery of business benefits for the investments in technology.   5. NewEnterprise Performance Life Cycle (EPLC) Business Case Bus. Rqmts. Contracts Estimates, Schedules, Resources This streamlined model begins to group the lifecycle into 3 distinct areas. Based on feedback and use over the last two years, the entire 10 stage lifecycle was streamlined to combine key deliverables and outcomes in a framework more closely aligned to how the state does business Are we doing the right things? Key Decision points emerge between Plan and Build … And between the Build and Run Stages. Are we doing them the right way? Requirements Stage was combined with Investment to ensure procurements were included in the final Plan. The new model establishes Stage Gate Reviews at key decision points, instead of at every Stage exit. Are we doing them well? Periodic Project Reviews are conducted as appropriate for the specific project. Every Project will conduct post ‘Go-Live’ reviews in 6-12 months later and then annually as needed. Are we getting the benefits expected? Most new systems combine the activities of testing and transition. The Testing and Transition Stages were combined and renamed Deploy Stage. Performance Measures Cust./User Sat. Process Maturity Security BC/DR Org Readiness Performance Measures Concept Stage is internal to each agency so this was combined with Initiate Stage. The 3 areas of Plan-Build-Run are now distinct functional areas each with their own processes, standards and methods. And each functional area has its own distinct approach to measuring ‘success’. GOAL: Every IT investment will have reasonable baselines established, sound management practices engaged, stakeholders involved and outcomes evaluated, measured and controlled.
