  2. Ukrainian Road Safety Association UKRAINE. GENERAL CHARACTERISTICS Ukraine - the state in the Eastern Europe, in a southwest part of the East Europe plain. Ukraine borders: in the west - with Poland, Slovakia, Hungary, Romania and Moldova; in the north - with Belarus; in the northeast and the east - with Russia. In the south Ukraine is washed by Black sea and Azov sea. Capital - Kyiv. Total area - 603 628 km2 (the second place in Europe after Russia). Population - about 46 million people (the fifth place in Europe).

NGO “Ukrainian Road Safety Association” • The Association was founded on the 17th of January 2008 • Initiators of establishment – CJSC “Ukrainian Insurance House” and Ukrainian Defense Assistance Association • Presentation the Association's strategy took place on the 12th of March 2008 in “Ukrinform” (Kyiv) • The Association has representative offices in every regional center of Ukraine, in Kyiv, Sevastopol and Autonomous Republic of Crimea • Main objectives: • Protection citizens’ and human rights and interests in Ukraine • through improving road safety. • Unite different sectors and create multi-sectoral cooperation in the sphere of road safety (government, business, NGOs, mass media).

Cooperation: • The Association is an active member of The International Road Safety Organization PRI (LaPreventionRoutiereInternationale). • The Association is a member of The International Association for Driver Education (IVV), Great Britain, founded in 1957. IVV and is a worldwide organization representing the interests of driving school proprietors.Integrates more than 14 thousand driving instructors. • URSA actively cooperates with Global Road Safety Partnership (GRSP). URSA and GRSP are organizers of the1st Inter-Parliamentary Meeting that will take place in April, 2011 in Kiev. • URSA cooperates with Organization “Road Safety Scotland”, founded in 1985, coordinator and organizer of Scotland-wide road safety initiatives and campaigns

Participation in international events: • TunisNovember 28 – December 01, 2007: • CJSC “Ukrainian Insurance House” delegation represented Ukraine during theInternational Festival for Road Safety Campaigns • 400 delegates from 42 countries of the world participated in the event Main activities in the course of the conference: • Presentation and discussion of road safety campaigns. • Contestof social commercials, posters, brochures on road safety • Seminars on the following issues: “Is speeding the main safety concern on the road?”, “Pedestrians, children and elderly people are the most vulnerable”, lectures, expositions

  9. 12 March, 2008 – press-conference «Road safety: time for action» • Kyiv, “Ukrinform” agency • The press-conference was dedicated to NGO “Ukrainian Road Safety Association” founding • Special guest, the President of International Road Safety Organization (PRI) congratulated Ukraine on becoming a PRI member and joining international road safety movement

  11. 5 - 7 June, 2008 – presentation of the Association’s activity during the Annual PRI Conference on Road Safety in Belgrade (Serbia) • Among the issues highlightened during the conference – road safety for elderly people, problem of road safety in big cities, motorcyclists’ safety • The problem of drunken driving as well as driving under the influence of drugs and medicine was discussed particularly • During the conference the Association came into contact with the Ministry of Internal Affairs of Serbia, representatives of the Ministry of Transport of Czech Republic and Spain, Presidents of the Tunis, Nigerian, Romanian, Dutch Road Safety Associations, Global Road Safety Partnership(GRSP) representative

  18. Ukrainian Road Safety Association Today in Ukraine imperfect system of training, retraining drivers. Currently missing:- Driving schools responsibility for services and evaluation criteria of their activities;- Statistics on the number of road accidents killed and injured in them, with reference to specific driving schools graduates;- Training driving of instructors;- Selection of professional drivers by psychophysiological indicators.Moreover, allowing drivers to control vehicle and control them on the road, accreditation institutions, approval of work plans and training programs provides the same body - Gosavtoinspektsiya.

URSA actively participates in international road safety events. • 29 September – 4 October 2008 – participation in the 11th international practical conference “Driving School 2008” in the city of Sochi, (Russia) • The conference was organized at the initiative of Interregional Driving Schools’ Association under the auspices of the Ministry of Education and Science, Road Traffic Department of the Ministry of Internal Affairs of Russia, Central “ROSTO” Council • The subject of the conference – “Safe driver training – national task”

  20. 7-8 May 2009 – participation in «Global meeting of NGOs, advocating for road safety and road victims» • (Brussels, Belgium) • Organizers: World Health Organisation, Flemish Ministry of Mobility, Ministry of Social Economy and Equal Opportunities of Belgium, FIA foundation. • Participants: 70 nongovernmental organisations from 40 countries of the world • Aim of the meeting: • provide more understanding of the needs of NGOs in the sphere of road safety; • exchange knowledge, experience and approaches in the sphere of road safety; • define opportunities for deeper cooperation between NGOs and other organisations acting in the sphere of road safety; • discuss Draft Appeal from road safety NGOs for the First Global Ministerial Conference on road safety which will be held in Moscow, November 2009. • During the meeting, participants defined right steps for mobilizing politicians, shared positive experience on improving service for road traffic victims and their families. • Discussed the previous appeal of NGOs to Ministerial meeting and defined following steps of its implementation. • Offered to elaborate a system of distant communication, discussion and experience exchange among participants.

Ukrainian events: • 8 April, 2008 –All Ukrainian drawing contest for children “Road safety is life”, participants awarding, Kyiv (Ukraine) • Organizer – Department of State Automobile Inspectorate of the Ministry of Internal Affairs of Ukraine • The Association awarded 5 contest participants, two of which are students of specialized boarding school for children with weak eyesight, with special prizes

  23. 26 September, 2008 – round table meeting “Drivers’ training system development and their admission to participation in traffic. International and domestic experience”, Kyiv • The round table meeting was held under the patronage of the Department of State Automobile Inspectorate of the Ministry of Internal Affairs of Ukraine • Representatives of the Ministry of Internal Affairs, Ministry of Health, Ministry of Education and Science and eight leading foreign road safety experts from England, Scotland, Portugal, the Netherlands, Switzerland, Oman participated in the round table meeting • During the event the participants exchanged their experience concerning the system of driver training and admission to participation in traffic

SAFEX 2012is organized by experts on road safety from International Association for Driver Education (IVV) and aims: To attract attention of the governments of different countries to road safety problems and to driving education. To raise the role of Non-Governmental Organizations (NGOs) in reduction of the level of deaths and injuries on the roads. Improve the quality of theoretical and practical training of drivers. Develop and implement specialized training programs driving on different types of vehicles. Aims and goals of the project

The International Association forDriver Education(IVV) International Association for teaching of drivers of IVV was founded to the в1957 year with the purpose of presentation of interests of proprietors of driving schools and their associations. One of priority directions of activity of the Association is holding of international conferences of SAFEX. The teaching methods and educational materials worked out by Association are successfully used in practice in many countries of the world. In 1985, the Association received consultative status with the United Nations. Ukrainian Association of Road Safety (URSA) Ukrainian public organization “Association of Road Safety” was established in January 2008, the initiators of the establishment – CJSC “Ukrainian Insurance House” and the Society for the Defense of Ukraine. URSA is represented in all regional centers of Ukraine and Crimea. Association reviewed the global experience of road safety, collaborating with leading international associations dealing with these problems, has become an active member of the multiple international organizations.
