Metalwork Action Plan in Slovenia: Reducing the Labour Market Deficit

The situation on the labour market • Survey »Employment Forecast«, ESS,twice a year • Employers with 10 or more employees • The highest growth rate is visible at manufacturing, which also includes metalwork industry. • Welders, toolmakers, turners, electro engineering technicians, engineering technicians, metal moulders, polishers and grinders.

  6. In addition in our metalwork industry staff demand exceeds available job seekers supply. • We have decided for systematic approach for decreasing a shortages on labour market. • Metalwork action plan contributes to close cooperation of key labour market stakeholders: Employment Service of Slovenia, employers, employer’s associations and education institutions.

  7. Action plan is being implemented: • on the basis of analysis of staff needs of the employers, • analysis of candidates in the register of unemployed persons (which allows distinction between unemployed that already posses knowledge, skills and competences needed for job vacancies and those who are potential candidates for posts) and • current active employment policy programmes.

  8. Key emphasis is given to the motivation of potential candidates for: • inclusion in trainings • employment in metal industry • cooperation with employers with higher employment needs. Action plan involves trainings of candidates within the programmes of metalworking and mechanical engineering: - and enables preparation of tailor made programmes for individual employers with higher number of planned vacancies - as well as work places visits and preliminary trainings.

  9. All regional offices of the Employment Service ofSlovenia prepared regional action plans that reflect region needs and approximate needs of individual employers, especially where bigger investments or production expansion have been predicted (e.g. Magna Steyr in Maribor or Yaskawa in Kočevje).

The implementation of the metal action plan PURPOSE- strategic and systematic approach to reducing the labour market deficit OBJECTIVES - to provide employers with needs in the metal industry and to reduce the disparity in the labour market in this field DURATION - from June 2017 to end of December 2018, continue if necessaryKEY INDICATOR:number of unemployed persons employed in the metal industry

  11. Content of the Action Plan • Preparation of analytical data as a basis for work at the Central Service and all Regional Services - get a list with about 20,000 potential candidates by education, additional skills or work experience (20% of unemployed persons)

In addition, the following professions professional groups: SKP – Standard Classification of Occupations 7132 Spray painters and varnishers KLASIUS-P – Classification of fields of educational activities/ qualifications 521 Mechanics and metal work 525 Motor vehicles, ships and aircraft And all the professions, according to the interest of employment in the metal industry.

  15. In particular, unemployed persons with additional knowledge:Persons with knowledge of welding • CNC (additional knowledge and national professional qualifications). • CAD / CAM (computer knowledge: AutoCad, Solidworks)

  16. Content of the Action Plan 2. Preparation in ESS • prepare a programme for ESS leadership and confirmation of management; • present to all ESS regional offices; • identify coordinators for coordinating the plan in all regional offices of ESS; • prepare teams in the regional offices for the implementation of the action plan ( an adviser for unemployed persons, an employer advisor, a program advisor, a coordinator); • work with advisers for unemployed persons- preparing, informing, motivating, eliminating barriers, ...

  17. Content of the Action Plan 3. Work with unemployed persons ( UP) - selection of UPs and formation of UP groups for conducting informative meetings in career centres in regional offices. - It includes: presentation of the labour market, employment opportunities in metalworking, training programmes, financing, opportunities ....Individual counseling, also in-depth, setting job targets, identifying appropriate competencies, deficiencies, removing barriers ...

  18. Content of the Action Plan 4. Work with employers - visit companies (also job counselors), deeper knowledge of jobs and necessary competences ... opportunities to reduce the deficit by employing vulnerable groups, with the help of active policy programmes. Day for employers, 20/4/2017- visit of more than 300 companies - focus: deficit, employment of the elderly. Cooperation with employers' associations (metal industry) and other institutions, EURES: meeting, presentation of the plan, conclusion of Business Cooperation Agreements (GZS, ZDS, ZDOPS, OZS- all national employers associations).

  19. Content of the Action Plan 5. Review of active policy programmes - training and proposal of new programmes as needed.6. Preparation of a model of general and professional competences for the needs of metalworking (Project in ESS)7. Preparing a way of monitoring the implementation of the action plan. 8. Monitoring Good Practices and Posting them on the internal website.9. Coordination and promotion of the action plan.10. Looking to the future: for the needs of Yaskawa, Magna Steyr, Revoz ....
