PASR: Preparatory Action in Security Research 2004-2006 Objectives: • Improve EU-citizen security • Reinforce European technological and industrial potential and encourage cross sector interaction • Prepare a European Security Research Programme (ESRP) to be launched in 2007 as part of FP7 Budget:15 Mio€ for 2005 Call to be published end of January Deadline end of April Activities:6 to 8 mission-oriented projects 5 to 8 supporting activities

PASR: Preparatory Action in Security Research 2004-2006 Projects priorities • Networked systems • Protection against terrorism • Crisis management • Interoperability and integrated systems • Situation awareness Supporting Activities priorities • RTD co-operation, networking and dissemination • IPR and handling of classified information • Human factors, perception of security • Standardisation • Potential use of existing security infrastructures

PASR: Preparatory Action in Security Research 2004-2006 Specificities of PASR • FP6 is technology oriented and PASR is mission oriented • Importance of tangible and demonstrable results and involvement of public users in projects • Participants « normally » restricted to EU-25 • Only one cost model in PASR • Specific contract (reinforced IPR, classification) • Only two instruments: Projects and Supporting Activities

PASR: Preparatory Action in Security Research 2004-2006 Selection criteria • Relevance to the Programme of Work (no duplication of existing projects) • Reinforcement of the competitiveness for European industry and potential for exploitation • Scientific, technological excellence , contributions to tangible results • Building effective partnerships, including users, industry, research entities • Ability for efficient management, protect information if necessary, IPR management. Obligation to declare similar proposals submitted to different programmes

PASR: Preparatory Action in Security Research 2004-2006 Time Table: 2005 • End January / Begin Feb: Call publication • April: Deadline for the call • June: Evaluation • July/August: Start of contract negotiations • November: Contract signature Discussion on Programme of Work 2006 • December: Budget Decision by EP (requested 25 Mio€)

  8. IST/FP6 (WP2005-2006) & IST/FP7 (2007-2010) ICT focused & technology oriented research. Focus on trust and security, dependability & resilience of networks, digital asset management, identity management and privacy. Time horizon from med (2-3 ys) to long term R&D (4-5 ys). All phases of R&D PASR/ESRP and IST in FP7 PASR (2004-2006) & ESRP (2007-2010) • Multi-disciplinary (incl. ICT) solution & mission oriented research • Focus on Internal Security, Peacekeeping and Institution building • Although PASR is not part of FP6, ESRP will be part of FP7 • Time horizonfrom short (1-2 ys) to med term (2-3 ys). • Feasibility, integration and demonstration
