ROMANIA – GENERAL INFORMATION Location: - in south-eastern Europe; Surface : 238.391 square km; Population : 21 623 000 inhabitants; (89.5% romanians, 6.6% hungarians, 2.5 rroma people, 0.3% germans, 0,3% ukrainians, 0.2% turkish, 0.6% other nationalities) Capital : Bucharest (aprox. 2 000 000 inhabitants) Official language: romanian Currency : RON (romanian leu) Official hour: GMT +2 Religion: 86.6% orthodoxism, 4.7% roman-catholicism, 3.2% protestants, 5.3% other religions

  2. Romania is a parliamentary republic. From 1st of January 2007, Romania had become member state of European Union / Economic European Area. From the administrative point of view, Romania is divided in 41 counties and the Municipality of Bucharest. For economical considerations and statistical reasons Romania is divided in 8 specific regions: North East Region, the South East Region, the South Muntenia Region, the South West Oltenia Region, the West Region, the North West Region, the Center Region and the Bucharest and Ilfov Region.

  3. NAE-Romania Public institution of national interest, with legal personality set-up at January 1st, 1999 The National Agency for Employment (NAE) took over the structure of the Labour Offices within the General Directorates of Labour and Social Protection of the Ministry of Labour

The National Agency for Employment (NAE), the Romanian public employment service organizes and coordinates at national level, the activity of employment as well as social protection of the unemployed by applying employment policies and strategies developed by the Ministry of Labour, Family and Equal Opportinities. • Employment activity in Romania is conducted by NAE and private employment agencies on the basis of conditions specified in legal regulations.

NAE-Romania Main services Measuresdesigned for employers • Job subsidies • - graduates of educational insitutions • - unemployed aged over 45 or unemployed who are single parents • - persons who are up to three years away from the retiring age • - persons with disabilities • Cofinancing the vocational training programs organised for their own staff • Programs envisaging temporary employment for community development • Granting low-interest credits for creating new jobs; • Tax incentives for hiring persons from disadvantaged categories

  7. The Romanian EURES network In Romania, the EURES network is constituted by an EURES manager and 43 EURES advisers, one for each county. The Romanian EURES network functions within the National Agency for Employment, through its county and local agencies for employment . Thus, EEA citizens can freely move, live and work in Romania, being entitled to the same rights as the Romanian nationals. If you are an EU national, you can access any professional activity in Romania, whether as an employee or self-employed, in terms of salaries, working conditions, access to housing, professional training, social security and unions. This freedom of movement also extends to their family members.

  8. What can an EURES adviser offer you? EURES advisers offer three main services: information, guidance and providing advices for the jobseekers and the employers from Europe. They are trained for practical, juridical and administrative aspects concerning the vocational and geographical mobility. They have access to various training tools, for example a data base on the living and working conditions from each Member State, mainly including on the labour market, accommodation, education, prices, health, social legislation, fiscal code, training possibilities and recognitions of the diplomas and qualifications.

Methods of recruiting workforce from Romania - 1 - Latvian company sends the vacancy to Latvian EURES adviser - Latvian EA contacts the EURES colleagues from this country to check the companies reliability - In case of a positive feed back Latvian EA sends us the vacancy and we can translate and advertise these vacancies in our national EURES web site - According to the previous agreement we can organise recruitment process

Methods of recruiting workforce from Romania - 2 - Latvian company sends the vacancy to Romanian EURES adviser - Romanian EA contacts the EURES colleagues from Latvia to check the companies reliability - In case of a positive feed back we can translate and advertise these vacancies in our national EURES web site - According to the previous agreement we can organise recruitment process

Surpluses of the romanian labour force • Metal, machinery and related tradeworkers (structural metal prepares and erectors; metal wheel grinders, polishers and tool sharpeners; agricultural or industrial machinery mechanics and fitters; electrical line installers, repairers and cable jointers) • Labourers in construction, manufacturing, mining and transport (assembling labourers; farmhands and labourers; construction and maintenance labourers roads, dams and similar constructions; transport labourers and freight handlers) • Drivers and mobile plant-operators (heavy trucks and lorry drivers; car, taxi and van drivers) • Population in rural agricultural areas, situated at more than 50 km from urban areas, where there are no job offers on the labour market

  14. Shortages of the romanian labour force • In July 2007, there were 7800 vacancies, declared in recurrent way by the employers. If an employer has vacancies it is obliged by law to declare and to register it in the National Agency of Employment database. • Top of these vacancies : • Assembling labourers • Textile and related products assemblers • Building construction labourers • Manufacturing labourers • Construction and maintenance labourers roads • Shop sales persons • Protective services workers • Freight handlers

Conclusions: The unemployment statistical situations from the previous years show that the deficit is registered in the following sectors: • Construction • Services • Tourism • Textiles Why deficit ? • the low level of salary received (in July the average net salary on construction sector was 270 euro)  many Romanians work abroad • although the demand and the offer seems to be similar, by occupational point of view, the territorial structure of work force is unbalanced Solutions: • Increasing the salaries in Romania, gradually • Import workers from nonEU states (Moldova, Ukraine, Turkey, China) • More vocational training adapted to the Romanian labour market demand
