  2. What is Medicare? Medicare is a program that is designed to help people suffering from various health conditions. It is managed by the Centers for Medicare and Medicaid Services (CMS).   3. Eligibility People who are 65 or older can automatically register for this program. If you're younger then this and suffer from disability that makes you unable to work you can still make an application.   4. Online Applications If you’re eligible at age 65, your initial enrollment period begins three months before your 65th birthday. It includes the month you turn age 65, and ends three months after your birthday. However, if you don’t enroll in Medicare Part B during your initial enrollment period, you have another chance each year to sign up during a “general enrollment period” from January 1 through March 31.
