  1. NDAA Report to Congress • FY 2000 National Defense Authorization Act requires DOE report on existing and anticipated long-term stewardship obligations • Covers sites, and portions of sites, where LTS will be needed by 2006

  2. Key Elements of Report • Number of sites and portions of sites where LTS is needed • Estimates of LTS costs per site • Site-specific information on cleanup and LTS activities

  3. Elements of Task Force Comments • Reiterate key state LTS concerns in context of report information • Respond to general information in report and how report was developed • Respond to site-specific information

  4. Key State LTS Concerns • Importance of LTS • Role of states • Need to evaluate LTS fairly • Need to look to aggressive remediation

  5. Respond to Report Information • Number of sites and portions of sites in LTS universe • 129 sites, including 96 DOE sites, 21 FUSRAP sites and 11 UMTRCA Title II sites. • Does not include: • sites where DOE expects to cleanup to unrestricted uses • NWPA Section 151(b) sites.

  6. Respond to Report Information, Cont. • Estimates of LTS costs • Estimates very preliminary • Only include sites or portions of sites where LTS will begin by end of 2006. • Inconsistent sets of LTS activities and assumptions across sites • Examples

  7. Respond to Report Information, Cont. • Good start at developing LTS information and estimates. • As a next step, DOE should develop a framework for consistently evaluating and identifying LTS activities and for estimating LTS costs. • A vehicle for this framework is the LTS Plan guidance – under development to support the 2004 LTS plans. • States and Tribes must have a strong role in developing this guidance and in the 2004 LTS plans.

  8. Site-Specific Information • Important for states to “go on record” if they disagree with the assumptions about cleanup and LTS in volume II. • Key issues: • End state and cleanup activities • Start date for LTS and LTS activities

  9. Next Steps • Develop Task Force comment letter to DOE. • Continue coordination of review of site-specific information. • Begin to work with DOE to develop strategy for states to participate in development of LTS Plan Guidance. Next draft available April 17.
