  1. Back Ground & Justification • Employers not recognised the trade union • low wages at plantation sector • Neo/liberalisation/ more sub contract and outsoursing • Negotiation process on collective bargaining • became more difficult • Trade Union have to go on strike to solve their problem • Need to have Bipartite mechanism • need to improve tripatite structure • Lack on law enforcement, • Lack of awareness in FoA and right to Collective Bargaining

  2. Target Group • 7 Branch Board: Executive of union from Binjai Langkat, Deliserdang, Asahan, Labuhan Batu, Siantar Simalungun, Tapanuli Utara and Dairi. • 200 leaders from Plant level from each board. • 3000 members at grass root

  3. Development Objectives • Strenghtening union in region North Sumatera Province • Creating capacity building for the women and youth workers to promote the national and international issues

  4. Immediate Objectives • At the end the project the participants : will have better understanding of national and international issues related to labour rights. • Will be able to hold social dialogs with employers and government. • Union will be able to increase membership.

  5. Key outputs / Direct Result • At least 10% increase in membership,special focus on youth and women workers • Union leaders would be able to hold collective bargaining effectively • Better understanding the national and international issues • Better understanding the procedure by labour law

  6. Activities • Time/date : - oct – Nop 2008 : information trough newslater, email - Des 2008 – Spt 2009 : Training to know : ILS, FoA, CB Decent work Social dialogue/ negosiate organize informal sector constructive approach to mangmnt of conflct - Oct-Nop 2009 : Reporting & Evaluation

  7. Main Inputs • The Project need source : Reference Book ILO, ITUC, Labour law Human resource : ILO, KSBSI, Labour Department, Association Employers The Finance needed KSBSI, ILO, BWI

  8. Indicators of achievement • Increase the new members from the plantation workers • More success making the CBA in the region • Getting the standard wage
