Indoor Localization and Communication for First Responders • In a July 2003 meeting at NIST about two dozen fire/police chiefs from across the country identified the capability to locate and track movements of first responders inside a building and outdoors within one meter accuracy as the single most important technological development enhancing emergency response operations. • Now is the ideal time for developing such standards, because none exists today that adequately address the needs of emergency response operations.  This will maximize the chances of deployment of standardized, interoperable localization equipment and products in the future. • NIST plans to work with the industry, the first responder user community, and standard developing organizations to develop indoor localization solutions that meet the requirements stated by the user community, test and evaluate such solutions, and facilitate development of standards for indoor localization. Technical Approach Turn NIST into premier national laboratory for development, testing, and evaluation of various ranging and direction estimation algorithms and indoor localization techniques. Disseminate test and evaluation results to standard developing organizations, government agencies, and other stakeholders. Work with IEEE 802.15 Working Group and Project MESA to develop standards for indoor localization. Publish basic research results on indoor localization in scientific conferences and journals. Research Plans Comprehensive evaluation of performance of ranging and direction estimation algorithms using: Ray tracing and computer simulations Hardware testbed and RF measurements Active participation in Project MESA and IEEE standardization meetings. Performance evaluation of emerging commercial indoor localization products. Development, prototyping, and evaluation of an indoor localization system based on RFID technology and inertial or dead-reckoning systems. RFID-Assisted Indoor Localization and Communication for First Responders • The RFID-Assisted Localization and Communication for First Responders project will determine the feasibility of using RFID-assisted localization in combination with an ad-hoc wireless communication network to provide reliable tracking of first responders in stressed indoor RF environments, where GPS-based localization and links to external communication systems are known to be unreliable. • The research will also consider the means and potential for embedding critical building/occupant information in specific on-site RFID tags to enhance the safety and efficiency of the first responders' mission as well as to minimize dependence upon communication with external building databases. RFID-Assisted Indoor Localization and Communication for First Responders • RFID tags attached to known positions in a building, when identified by a reader, provide a precise location “fix” for a person or moving object that is carrying the reader. • The RFID “fix” greatly enhances the accuracy of a low-cost inertial or dead-reckoning navigation system.
