NIS • In CR, the MoE is the national entity with overall responsibility for the NIS. • CHMI was designated as the coordinating and managing organisation responsible for the compilation of the national greenhouse gas inventory and reporting (CRF + NIR) • Responsibilities for the GHG inventory compilation from individual sectors are allocated as follows: • KONEKO marketing, Ltd. - Energy sector, stationary sources and fugitive emissions; • Transport Research Centre (CDV), Energy sector, mobile sources; • CHMI, Industrial Processes and Product Use sectors; • Institute of Forestry Ecosystem Research (IFER), Agriculture and Land Use, Land Use Change and Forestry sectors; • Charles University Environment Centre (CUEC), Waste sector.

NIS • CHMI is responsible for Industrial Processes inventory compilation • Broad cooperation with • Industrial Association (Czech Lime Association, Czech Cement Association) • Ministry of Environment (EU ETS data) • Czech Statistical Office (activity data) • KONEKO marketing Ltd. (Energy sector and Iron and Steel Production, Ammonia Production) • External Experts (Chemical Industry – nitric and adipic acid production, emissions from use of F-gases imported as bulk) • Jan Evangelista Purkyně University (methodology development for emissions from use of F-gases imported in product) 13 part-time staff

  5. NIS • All cooperation is based on contract except • Ministry of Environment • Cooperation with Czech Statistical Office is • Direct (public available data, e.g. energy statistics) • Indirect (individual data, e.g. ceramics sector) mediator is Statistical Department of MoE

  8. 2A. Mineral Products • Emissions from production of • Cement / clinker • Lime • Ceramics • Desulphurization • Limestone use (in slintering plant, emissions from liming is in LULUCF) • Glass – default EF • Same methodology for all sub-categories, based on official statistics and national or default EF

Mineral Products • National EF are based on EU ETS data (provided by the MoE) and official statistic data (Czech Statistical Office, Czech Lime Association, Czech Cement Association) • Complete data about cement and lime production, limestone use for slintering, desulphurization • EFs (for bricks, roofing tiles and tiles) was derived from EU ETS data and production from individual installation • Data from Czech Lime Association are used for emissions removal estimate (e.g. lime used in building industry)

Mineral Products - Recalculation • Emissions from almost all sub-categories were recalculated in recent years • Desulphurization was re-allocated from category 1B to 2A • For cement production was used Tier 2 methodology instead Tier 1 • For lime production was assessed proportion of removals • Emissions from ceramics and limestone use in slintering plant were add in submission 2006 • Only emissions from glass production remain

Chemical Industry • Emissions from production of • Nitric and Adipic Acid production (2 installation) • Ammonia production (1 installation) • Emissions estimates are based on • Activity data, EF and technologies (production and abatement technology for N&A Acids/N20) • Cooperation with external experts (Acids) • Cooperation with KONEKO marketing Ltd., which is responsible for Energy sector (non-energy use of fuel for ammonia production)

Metal Production • Emissions from Iron & Steel Production • Close cooperation with KONEKO marketing - fuel distribution between 1A2a and 2C • Distribution of fuel is estimated because of missing official data, estimate is based on data about blast furnace gas and oxygen furnace gas • Exact fuel distribution is impossible and every country use different approach • In submission 2004 was reported emissions re-allocation from 1A2a to 2C (in 2006 whole series re-allocation), which reflect reality more exact

Consumption of Halocarbons and SF6 • F-gases are not produced in CR • Most complex sub-category • SF6 used in electrical equipment, • HFCs and PFCs used as refrigerants in refrigeration and air conditioning equipment, • SF6 used in sound proof windows production, • HFCs, PFCs and SF6 used in semiconductor manufacturing, • HFCs used as propellants in aerosols, • HFCs used as blowing agents, • HFCs used as extinguishing agents in fixed fire fighting systems.

Consumption of Halocarbons and SF6 • Since 2006 submission are reported actual emissions • Methodology is based on mass balance (top-down approach) • Emission = Sales – New Charge + Retiring - Destroyed • 2000 GPG methodology for windows, aerosols, blowing agents and fire fighting systems • Information about import and export provide Custom Office (amount and address) • All importers and exporters are ask to provide more precise data about: • Imported and exported amounts • Kinds of substances (or their mixtures) • Areas of usage

Consumption of Halocarbons and SF6 • F-gases are used since approximately 1995 • short period for retiring • In CR exist 2 companies for refrigerator and air conditioning disposal and 2 companies for refrigerants (mainly CFC) destruction or cleaning (and re-use) • All was asked to report amount of HFCs (disposal, destruct or cleaned), they together report only some kg

  16. 2F. Consumption of Halocarbons and SF6 • Started cooperation with Jan Evangelista Purkyně University on methodology development for emissions from use of F-gases imported in product • Provisional results will be available in next year, probably not as a part of NIR
