  2. What CAN Be Recycled? Dirt Cardboard Drywall HDPE (5 gallon buckets) Clean white wood Metal Brick block and concrete Vinyl siding Asphalt Asphalt shingles Carpet (residential) Ceiling tiles Single stream mix (paper, plastic drink containers, aluminum cans)

  3. What CAN’T Be Recycled? Pressure treated lumber Painted, laminated wood Stained particle board OSB lumber Painted, wall-papered, wet drywall Broken glass windows Solid paint in buckets Telephone poles Railroad ties

  4. LEED V4 LEED V4 calls for source separation on site • Three material streams for 50% (1 point) • Four material streams for 75% (2 points)

  5. Single sourced containers will be contaminated • How are you going to transport a roll off container to markets outside yours, e.g., the next state or beyond? • What if your market won’t accept it loose -- not baled, ground or crushed?

  6. If there is only room for one can on site, where are you going to place the two or three? • Labor costs required by the GC is uneconomical • Increased CO2 gases released into the atmosphere by “over trucking underweight cans” will cause more damage to our environment

SINGLE-SOURCE, COMINGLED MATERIALS CREATE HIGHEST RECYCLING RATES • Eliminates contamination issues • Allows material to be loaded directly into processing equipment i.e. balers, grinders, crushers • Allows materials to direct load into long haul vehicles (tractor trailers) to markets outside market place • Keeps material separation inside and out of inclement weather

SINGLE-SOURCE, COMINGLED MATERIALS CREATE HIGHEST RECYCLING RATES • Maintains maximum weights in transportation vehicles thus reducing costs and environmental pollution from oil and natural gases. • Eliminates theft from containers full of ferrous and non-ferrous metals and cardboard • Most construction sites in cities only have room for one container

  9. What Products Are C&D Materials Recycled Into? • Dirt • ADC (Alternative Daily Cover) on an MSW landfill • Medium grade top soil • Build berms • Fill dirt • Cardboard • Recycled into new cardboard or box board • Drywall • New drywall • Soil enhancement (lime-based)

What Products Are C&D Materials Recycled Into? • Aggregates • Road bed building • Parking lot or side walk understructure • Used under piping laid in infrastructure building • Shingles • Ground and blended into hot mix asphalt • Asphalt • Ground and blended back into hot mix asphalt • Vinyl siding • Recycled back into vinyl siding or other vinyl products

Markets Create Recycling Support businesses selling recycled products New government EPA, DEQ rules makes new markets more difficult and expensive Two most difficult markets to find are C&D fines and drywall DEQ needs to create markets for fines, e.g. berms, road building, general fill. Drywall: In Virginia the local gypsum manufacturers don't want it back, nor does the local agricultural community have a use for it. Closest market is Lancaster, PA. 

  13. HOW CAN WE BE SURE RECYCLERS ARE ACTING IN A RESPONSIBLE MANNER? • “Truth in advertising” • Transparency • Level playing field • Solution: Require ALL C&D Recycling facilities to be “certified” • WWW.RECYCLINGCERTIFICATION.ORG

  14. May 2014 USGBC National approved an innovation and design point through the LEED Pilot Credit Library. Simply stated: for every GC that uses a “certified” facility they can achieve one LEED point. Presently, the Recycling Certification Institute’s (RCI) Certification Of Real Rates (COOR) Protocol is the only program that meets the requirements of this Pilot Credit. RCI uses CORR to provide independent, third-party reviews of facilities.
