2. Responsible Rider Developing a Responsible Rider requires ownership and accountability of behavior
Recognition, Rewards, Reinforcement, Respect, and Repetition lead to Reputable Results.
Results provide for future Retention of OHV Recreation.
3. Experience This program has evolved from over 5 years of delivering and developing a collection of OHV related material.
This past year the collection was piloted.
4. Riders Trained Over 2800 students received over 3 hours of ATV Safety Information, 2 hours of Off-highway Motorcycle Information and over 2 hours of conservation and environmental awareness information for a total of 19,600 Safety Education hours.
This total does not reflect Trail patrol, mentoring, meet & greet, or other deliverables.
5. Suggestion A progressive, systematic, collaborative, partnership approach to implementing proven, existing resources is essential.
6. Description This is a Step by Step curriculum based Recognition and Rewards program utilizing proven, existing OHV Safety and Education programs.
This program encourages participation in existing, proven OHV Safety and Education programs.
7. LAUNCHING the Program Public awareness is the first key element in getting Riders on board (like the “Smokey the Bear” Campaign)

This will be done through our Mascot “Rocky Orangutan”
8. Rocky Orangutan
9. History The Orangutan was chosen because of the environmentally sensitive nature of their existence. Being an endangered species from the Rain Forest, our global awareness for conservation is sure to be apparent.
10. Justification The public perception of an “out of control” orangutan swinging from branches in the jungle as portrayed by Disney’s “Jungle Book” is the perfect oxymoron for the factual data.
This may parallel public perception of OHV riders
11. Rocky “Rocky” is a 29 “ puppet that will be used as a mascot Riding on Trail patrols, performing at special events, doing Puppet shows in schools, handing out “meet and Greet” packets, and other activities developed within the scope of this program by students. (especially Teens)
12. Roles The three majors “roles” Rocky will play is “Rocky Recruiter”, “Rocky Rider” and “Rocky Ranger”
13. Rocky Rider / Rocky Ranger All puppets represent and instill responsible OHV use.
Rocky “Rider” is a ”user” of the land.
Rocky “Ranger” is an educator.
Rocky “Recruiter” distributes and disseminates safety education material and recruits “Responsible Riders”

21. Content The “Responsible Rider” Program consist of 4 rows labeled “Essential Elements” represented by:
22. 4 Essential Elements Air to breathe
Fire to shelter us from the cold and nourish us
Water to sustain our growth and to cleanse us
Earth to live on together with all the living things on it and to grow our food
23. Criteria Each of the four “Essential Element” rows consists of three “stones” representing 12 criteria with in the program that need to be completed.
24. Program mile stones the first row shall be a sardius, a topaz, and a carbuncle:
second row shall be an emerald, a sapphire, and a diamond.
And the third row a ligure, an agate, and an amethyst.
And the fourth row a beryl, and an onyx, and a jasper
25. Requirements Existing programs and resources from our “Resource Partners” will be used to meet the 12 criteria or mile stones.
26. Resource Partners Referrals and resource partnership participation invitations will include; Tread Lightly, NOHVCC, ATV Safety Institute, United Four Wheel Drive Association, Ranger Rick, Jr. Rangers, Cal Pals, Club Trail Patrols, or any other proven quality OHV Safety Education programs that would benefit from increased participation.
27. Rewards The incorporation of OHV ‘s into a reward/recognition based system will integrate existing resources and programs with riders to motivate progression and build accountability resulting in OHV Responsibility.
28. Recognition Riders will be rewarded and recognized in each of the twelve categories with final recognition of the “Gold Helmet” award.
29. Completion Completion of all 12 criteria within the 4 elements completes the “Responsible Rider Program”.
The “Golden Helmet” is awarded to the rider upon completion of the Responsible Rider program.
The “Golden Helmet” award signifies the protection of Man and Earth.
30. Yearly Recognition Riders may continue the Program and receive 2nd year, 3rd year…., recognition in each criteria or choice another category (ATV, OHM, Side X Side,…)
31. Accountability Verification methods for recognition of achievement will include reporting forms, online responses, volunteer logs, event participation, letters of recommendation, mentor verification, leadership roles, board designations, etc.
32. Results Results provide for a positive Reputation for the Retention of OHV Recreation.
