Commission Composition • Five regular members • 2 County SupervisorKen Vogel Larry Ruhstaller • 2 City Members(Selected by the City Selection Committee)Kristy Sayles (City of Lathrop) John Harris (City of Manteca) • 1 Public Member(Selected by the 2 County and 2 City members) Steven Nilssen • 3 alternates • Pat Stocker (Public Member) • Chuck Winn (City of Ripon) • Steve Bestolarides (County Supervisor)

  3. Commission • Serve 4 year terms • City seats filled by a Four-Year Rotation Plan • 5 regular members vote on public hearing related issues • All 8 Commissioners vote on administrative matters • Meetings held every 3rd Friday at 10:00 am (except November)

  4. LAFCo’s Jurisdiction • Includes: • 7 Cities • Escalon, Lathrop, Lodi, Manteca, Ripon, Tracy, and Stockton • 105 Independent Special Districts • 51 reclamation districts • 19 rural fire districts • water conservation districts • cemetery districts • irrigation districts • community services districts • sewer districts • water agencies • 45 Dependent Special Districts • County Service Areas (lighting, drainage, water, sewer)

  5. Does not include: • School Districts • Redevelopment agencies or Joint Powers Agreements • Community Facilities or Mello-Roos Districts • County boundary lines • Bridge and Highway Districts • Transit or Rapid Transit Districts • Flood Control Districts
