ODMH – ODADAS Consolidation • In early May, the Governor’s Office of Health Transformation announced the decision to consolidate ODMH and ODADAS. • Over the next year, the back-office functions will be consolidated. • The State will then seek statutory authority to create a new, combined agency for mental health and addiction services in the 14-15 biennial budget. OACBHA Consolidation Consultation Committee Working Purpose Statement Boards are responsible for the development and implementation of an integrated continuum of a local behavioral health system of care without regard to payer source.  Special emphasis shall be placed on the development of coordinated community services and supports directed to the SPMI/SMI/SED and addicted populations.  Treatment Works…People Recover

OACBHA Consolidation Consultation Committee Work Plan • The agreed upon guiding principle be referenced in current and future advocacy efforts in terms of the role of the Boards. • The Consolidation Consultative Committee (CCC) will support the state’s stated goal of consolidating ODMH and ODADAS in the most effective and efficient manner possible, so that considerable focused energy can be expended on developing a budget that advocates for additional resources. • Any suggested statutory changes be prioritized as listed below (from highest to lowest): • Changes necessary to support a single integrated behavioral health department • Changes necessary to reflect the elevation of Medicaid • Outdated language • Any non-controversial preference changes • An appropriate OACHBA committee (to be determined) work closely with appropriate community partners to accurately determine future steps, including potential statutory changes, to fully participate in the developing health care arena. SFY 2013 MBR ODMH • $3 million additional in 505 Treatment Services • $2 million additional the department was allowed to allocate to Boards to reduce hospital bed days • $10 million in capitol funding ODADAS • $3 million towards filling a $5.8 million reduction resulting in an overall $2.8 million cut Treatment Works…People Recover

Biennial Budget Timeline State Department Budget guidelines came out in June • Departments were given baseline numbers • Department Budgets will be due to OBM the first week of October State Departments to work with constituents throughout the summer • The Administration must submit its budget to the House by Mid-February Treatment Works…People Recover

  17. Message Given 1. Most Departments can expect additional funding reductions 2. Some Departments may receive a small increase 3. A very few Departments may need a larger infusion of funding Treatment Works…People Recover

What Works With The Legislature? • They want solutions • If you want additional funding tell them where to get it • They want coordination and to know how we can insert ourselves in a meaningful way • Personal stories from constituents / not tales from lobbyists Treatment Works…People Recover

Hurdles to Overcome • We have not made the case that funding our system will benefit the State as much as funding other priorities. • Like it or not, we still face stigma related to addiction and mental illness. • The State believes that Medicaid should cover most peoples needs. • We have not convinced people they can -- pay a little more now or pay A LOT MORE later • For the most part we serve a silent population Treatment Works…People Recover

What Does All of This Mean? • We have to start working on the 14-15 biennial budget NOW • We need to have our budget platform finalized by the end of September, as being first out of the gate is more important than ever • It is going to take the entire behavioral health community coming together to make an impact • Not one of us can afford to stay on the sidelines Treatment Works…People Recover
