  1. Offshore Technical Integrity Safety Critical Elements and Performance Standards Tony Vaclavicek Genesis Technology Solutions Reliability Services Manager - Europe

  2. Risk Bow Tie Major Accident Mitigation & Recovery Prevention

  3. Steps to Define Your Safety Critical Equipment (SCE) • Define your Barriers / Categories and Owners • Maintenance / Reporting Strategy • Initial Identification of SCEs • Review with Technical Authorities, Safety Engineering, Independent Verifier • Finalize your SCEs (30-50% of your asset register)

  4. Define your Barriers / Categories and Owners

  5. 6. Define your Maintenance / Reporting Strategy

  7. What is my SCE Maintenance / Reporting Strategy Fire and Gas Detection – Loop Level Pipeline Isolation – Valve or Item Level UPS – Battery or Item Level Pressure Vessels – Item Level Emergency Lighting – Loop or Area Level

  8. Initial Identification of SCEs

  9. What are my SCEs? Must Start with a Good Asset Structure Fire and Gas Detection: Detectors – Gas, Flame, Heat, Etc. Defined / Maintained by Platform/Vessel, Deck, Zone, Loop, Area, Item? How are these defined? EX Equipment, Structures (TS,SS), Lifeboats, Emergency Lighting, ESD

  10. PerformanceStandards • Definition – Documentation of the specific measureable targets of an SCE to assure it is available and functioning to prevent or mitigate a Major Accident • Design Vs Measurable? • The Escape Route will be 1 meter wide • The Escape Route will be free of obstruction

  11. Performance Standards should be:Understandable and Measurable • Technicians need to be able to pick up a PS and understand exactly what they are required to do. • The Assurance Activities should be measurable with either a Y/N or with a calculative response. • valve closes <30 seconds • Gas Detector alarms at >10 PPM • Emergency Lighting works? Y/N

  12. Not Understandable and Not Measurable
