  2. 2014 Farm Bill §9002 Major Change • Specific direction to include traditional biobased products, including forest products • Products are eligible if they apply an innovative approach to • Growing • Harvesting • Sourcing • Procuring • Processing • Manufacturing, or application of biobased products • Products are eligible regardless of the date of entry into the marketplace

  3. Two-step Implementation Strategy • Step 1: Promulgate Program Guidelines rule • Originally proposed in 2012 • Will delete “mature market” exclusion thus allowing forest (and other traditional) products in program using eligibility criteria developed with Forest Products Lab • Will also allow complex assembly products into labeling program • Step 2: Propose, take comments from the public, and promulgate Program Guidelines and labeling final rules that incorporate eligibility criteria
