SSWG Workplan Background OVERVIEW • The SSWG Workplan was prepared at the Federal Strategic Sourcing Conference • The two-day conference had representatives from across 14 government agencies • The intent of the working session was to: • Identify the specific near-term goals and objectives of the SSWG • Define the tasks required to achieve the identified objectives • Discuss expected results • Define next steps Results generated by the team will be leveraged to define the future direction of SSWG and government-wide strategic sourcing

  4. 19 participants from across 14 agencies came together to develop the SSWG Workplan SSWG WORKPLAN CONTRIBUTORS

  5. COP The COP is led by the FSSI Program Management Office within GSA. It is the responsibility of the COP to execute the objectives of the SSWG Workplan. Page 4

Four key strategic sourcing goals, as defined by stakeholders within the Federal community, along with recent OMB guidance were used to guide the Community of Practice (CoP) in their development of the SSWG Workplan FEDERAL STRATEGIC SOURCING GOALS OMB GUIDANCE • Goal 1: Avoid unnecessary duplication of effort in pursuing OMB Strategic Sourcing Initiative • Goal 2: Develop standard processes and tools that can be leveraged throughout the government • Goal 3: Establish mechanisms to increase savings, value, and socio-economic participation • Goal 4: Share best practices and build upon the strategic sourcing community of practice Per Peter Orszag’s “Improving Government Acquisition” memo dated July 29,2009 states that: The Administration has set a net savings target of $40 billion a year through better acquisition and acquisition-related program practices. Accordingly, each agency shall develop a plan to save 3.5 percent of baseline contract spending in FY 2010 and a further 3.5 percent in FY 2011. The CoP came together as a government-wide organization to identify ways to begin achieving these goals and savings targets while generating operating efficiencies

  11. Metrics Team Progress • Meetings: 11/04, 11/17, 12/8 • Currently meeting on a bi-monthly basis • Documents: • Metrics Team Charter • Initial List of Strategic Sourcing Performance Metrics • OFPP Annual Report Guidance: • Developed an implementation plan Page 10

OFPP Annual Report Guidance • Guidance will be used to capture metrics • Reporting Guidance Lag: • Unable to implement metrics into the current year due to the fact that agencies didn’t have prior guidance as to what was going to be measured • Implementation Plan: • For FY 10 • List of expected Metrics • Clause requesting Agency implementation actions to enable FY11 metrics reporting • For FY 11 • Metrics shall be reported as requested Page 11

Next Steps • Signatures for Charter • Continue cleansing the preliminary list of overarching strategic sourcing performance metrics • Standardize to one group, pulling in the CoP Measures & Metrics workgroup chartered in OCT 2008 • Meeting with Jack Kelly (OFPP) to gain insight on key metrics • Provide detailed list of SS Performance Metrics for inclusion in the FY10 OFPP Annual Report Guidance Page 12
