  1. The assessment of preparation and operation of the County Centre ofCritical Management

Critical Management means the functioning of the public administration institutions being an element of the national safety management consisting in: • critical situations prevention • preperation to take control over such institutions by means of planned activities • appropriate responding to critical situations and elimination of their consequences • restoration of resources and critical infrastructure

  3. County Centres of Critical Management make up the principal element of effective execution of critical management activities on the county level.

  4. The principles of operation of County Centres of Critical Management are defined in the Critical Management Act dated April 26, 2007. Article 18 of that Act stipulates tasks to be executed by CCCM which include, among others: • keeping the twenty-four-hour duty in order to assure the proper information flow for the needs of critical management; • co-operation with the centres of critical management of public administration authorities; • supervising the system of detection and alarming as well as the system of prior alert of the population; • co-operation with units executing the tasks of environment monitoring; • co-operation with units performing rescue, search and relief aids; • keeping records documenting the activities performed by the Centre; • execution of tasks of permanent duty for the needs of increasing the defensive readiness of the State.

It is the Starost [County Head] who defines the organization, the seat as well as the procedures of the County Centre of Critical Management operation, including the twenty-four-hour alarming of the CCCM members as well as the method to assure the twenty-four-hour circulation of information in critical situations.

The principles of operation of the CCCM in Płock County are set forth in the Płock Starost's Order No. 51/2011 dated June 30, 2011 on the establishment of the County Team of Critical Management as well as the establishment of the County Centre of Critical Management and these are, among others, the following tasks:

  8. threats analysis; • data analysis; • collection and distribution of information; • co-ordination of activities; • warning and alarming; • co-operation with the media; • preparation of decisions in the field of people protection in case of arising of dangerous events; • collection and analysis of information acquired from the systems of monitoring and detection of threats; • receiving notifications about events; • communicating with centres executing the permanent monitoring of extraordinary threats of environment; • continuous co-operation with centres of management of particular tasks and services; • collection, processing and making available of information coming from critical management data bases;

Co-operation with: • units performing activities in the field of critical management • critical management centres of neighbouring districts and counties as well as the Province Centre of Critical Management • oorganizationalsupport as well as the content-related support of the County Team; • working out and execution of the County Plan of Critical Management; • monitoring, analysis and assessment of threats connected with the possibility of arising of critical situations; • efficient maintenance of systems: • - radio-telephone contact connected with Płock Starosta’s system of critical management; • - warning and alarming of the county dwellers about threats • servicing of the information point for the population; • collection and sorting of incoming information about threats which took place in Płock County and neighbouring administrative districts; • keeping records of information, making analysis and preliminary evaluation; • notification of competent persons about the situation, of government and self-government administration authorities as well as rescue forces assigned to conduct rescue actions; • organization of co-operation of rescue services, safety units, public order forces as well as the population protection units; • conducting of works relating to the sphere of civil planning, coaching, drills and trainings.

  10. The establishment and operation of the CCCM proves the high rank of the critical management in our county which belongs to a group of counties with the highest risk of critical events, even if only resulting from the flood threat.

Since July 1, 2011 the CCCM operates based on employees - duty clerks employed permanently who are on duty under the confirmed schedule and assuring the 24-hour flow of information for the needs of the critical management as well as to launch activities in case of arising of critical events. Should such critical situation arise, the staff of the CCCMcan be increased by the appointed employees coming from the County Head Office.

Taking into account the speed and efficiency of passing and exchange of information with the units of the local authority, county services, inspection and monitoring bodies as well as the key persons in the County Council, the County Head Office - except for the existing telephone, fax and e-mail system, the County Board made a decision to launch the SMS Alarm centre within the County Centre of Critical Management which is used to notify the management of the County Head Office, members of the CCCM, mayors and village mayors about threats and critical events about which they should be notified and in case of emergency should call a meeting of the appropriate decision committee.

  13. Such a solution has already been applied by some districts of our county. It can be used not only to notify or raise the alert about the flood threat, but it can also be used to warn the population about any other critical events taking place or to take place, such as hurricane winds, considerable rain falls, etc.

  14. THE STRUCTURE OF THE COUNTY CENTRE OF CRITICAL MANAGEMENT OPERATING IN CRITICAL SITUATIONS
